The United Kingdom has launched one of its most forceful actions yet against Russia’s intelligence apparatus, unveiling sweeping sanctions that target the entire GRU, Moscow’s military intelligence agency.
The announcement follows the publication of the final report from the Dawn Sturgess Inquiry, which confirms that the GRU was responsible for the use of a military grade nerve agent on British soil. The attack ultimately led to the tragic death of Dawn Sturgess and triggered a years-long diplomatic crisis.
With new sanctions now in place, the UK is positioning itself at the forefront of a renewed push to counter Russia’s hybrid warfare and protect European security.
Salisbury Poisonings Revisited
In 2018, the poisoning of Sergei and Yulia Skripal with the deadly nerve agent Novichok shocked the world. The substance was traced back to Russian laboratories, placing the Kremlin at the center of an attempted assassination that endangered thousands of residents in Salisbury.
The Dawn Sturgess Inquiry has now confirmed that the GRU carried out this operation with the authorisation of President Vladimir Putin. The explosive findings detail how the nerve agent used in the attack was developed and retained by Russia in violation of the Chemical Weapons Convention.
The report states unequivocally that the GRU’s actions led to the death of Dawn Sturgess, a British citizen who came into contact with the discarded poison. This development gives new weight to long-held UK intelligence assessments and strengthens the government’s resolve to pursue accountability.
Prime Minister Keir Starmer reacted to the inquiry with a solemn tribute, saying, “The Salisbury poisonings shocked the nation and today’s findings are a grave reminder of the Kremlin’s disregard for innocent lives. Dawn’s needless death was a tragedy and will forever be a reminder of Russia’s reckless aggression.”
Targeting the GRU’s Global Operations
The new sanctions extend far beyond individual operatives. For the first time, the entire GRU is sanctioned by the UK, reflecting mounting concern over Russia’s hybrid activities across Europe. The sanctions package specifically targets eight cyber military intelligence officers linked to operations against Yulia Skripal, including cyberattacks using X-agent malware.

Additional sanctions hit three further GRU officers accused of orchestrating hostile activity in Ukraine and Europe. These officers are said to have plotted a terror attack on Ukrainian supermarkets with the goal of harming civilians. According to the UK government, these acts form part of a broader GRU strategy to destabilise societies through a blend of cyber warfare, disinformation, and covert violent operations.
Foreign Secretary Yvette Cooper, meanwhile, emphasised the gravity of the situation.
“The life of a British citizen was lost, and others were put dangerously at risk on British soil as a direct result of deliberate heinous decisions by President Putin and the GRU.” She added that “Putin and his GRU agents are an active threat to Britain’s citizens, our security and our prosperity.”

A United Front Against Russian Aggression
The sanctions announcement comes only a day after the Foreign Secretary met with NATO allies to discuss the escalating Russian threat. The UK’s decisive action signals its intent to lead global efforts in countering Russia’s malign influence.
The Foreign Office has also summoned the Russian Ambassador to respond to the inquiry’s findings, demonstrating London’s willingness to confront Moscow diplomatically as well as financially. The UK has demanded an immediate end to Russia’s ongoing campaigns of hybrid warfare, which include cyberattacks, espionage, and disinformation campaigns aimed at destabilising Western institutions.
Home Secretary Shabana Mahmood expressed strong condemnation, saying, “Dawn Sturgess was an innocent victim of a reckless and callous act. My thoughts remain with her family and loved ones, and I hope the Inquiry’s findings provide them with answers they deserve.” She stressed that the use of Novichok represented an attack not only on individuals but on the values and sovereignty of the UK.
Strengthening Europe’s Security
The latest sanctions form part of a wider UK strategy to weaken Russia’s ability to conduct hostile operations. They also reinforce support for Ukraine as it continues to resist Russian aggression. By targeting Russian finances and operational networks, the UK aims to limit the Kremlin’s capacity to influence conflict dynamics and negotiate from a position of strength.
The government has pledged to continue working closely with NATO and other allies to counter Russian threats. This includes increased intelligence sharing, collaborative cyber defence initiatives, and coordinated diplomatic measures.
As Britain unveils one of its most sweeping sanctions campaigns to date, the message to Moscow is unmistakable. The UK will not tolerate state sponsored attacks on its soil, nor will it allow Russia’s intelligence networks to operate with impunity across Europe.
