T-Bills Auction Smashes Target by 61%

364-Day Bill Draws Over GH¢6bn in Investor Bids

Government treasury bills (T-Bills) once again attracted overwhelming investor interest as the latest auction exceeded its target by a striking 61 percent. 

Results released by the Bank of Ghana show that total bids accepted reached GH¢12.8 billion, far above the planned target of GH¢9.82 billion. In total, investors tendered bids worth GH¢15.91 billion, underscoring sustained confidence in government securities despite changing market conditions.

The strong performance of the auction highlights the continued role of treasury bills as a preferred investment option for both institutional and individual investors seeking safety, liquidity, and predictable returns. At a time when broader macroeconomic conditions remain under close watch, demand for government paper remains resilient.

364-Day Bill Dominates Investor Preference

A breakdown of the auction results reveals a clear preference for longer-dated instruments. The 364-day bill accounted for the largest share of bids, with GH¢7.45 billion tendered, representing nearly 47 percent of total bids submitted. Of this amount, approximately GH¢5.07 billion was accepted, making the one-year bill the dominant instrument in the auction.

Market analysts attribute this trend to investor expectations around interest rate movements. With yields gradually rising at the longer end of the curve, many investors appear willing to lock in higher returns over an extended period rather than roll over shorter-term instruments at potentially lower rates.

While the 364-day bill led the auction, the shorter tenors also recorded robust participation. The 182-day bill attracted bids worth GH¢4.29 billion, almost all of which were accepted at GH¢4.28 billion. This near full acceptance suggests balanced demand and supply dynamics for the medium-term instrument.

Similarly, the 91-day bill saw bids totaling GH¢4.15 billion, with accepted bids amounting to GH¢3.44 billion. Although acceptance was slightly lower compared to the 182-day bill, demand for the short-term paper remained strong, reflecting its importance for liquidity management among banks, fund managers, and corporate treasurers.

Interest Rates Edge Higher at the Long End

Despite the impressive oversubscription, interest rates showed mixed movements across the yield curve. The yield on the 91-day bill remained unchanged at 11.19 percent, signaling relative stability at the short end of the market. This suggests that short-term liquidity conditions remain broadly supportive.

In contrast, yields edged upward for longer tenors. The 182-day bill inched up to 12.66 percent from 12.64 percent in the previous auction. More notably, the 364-day bill increased by 8 basis points to settle at 13.06 percent. This gradual upward movement reflects investor demand for higher compensation when committing funds for longer durations, as well as ongoing expectations around inflation and monetary policy.

What the Oversubscription Means for Government Financing

The ability of government to raise significantly more than its target provides short-term fiscal relief and reinforces the depth of the domestic debt market. Oversubscription allows the Treasury to meet financing needs with relative ease, reducing immediate funding pressures.

However, the rising yields, particularly on the one-year bill, also point to higher borrowing costs over time. While demand remains strong, government may face increasing interest expenses if upward pressure on rates persists. This makes effective debt management and coordination with monetary policy crucial in the months ahead.

For investors, the auction results present a mixed but largely positive picture. High demand confirms treasury bills as a safe haven, while rising yields on longer tenors improve return prospects. Investors seeking stability may continue to favor short-term bills, while those looking to maximize yield may tilt toward the 364-day instrument.

For the broader financial market, sustained interest in government securities supports liquidity and stability within the banking system. It also reflects confidence in the policy framework being implemented by the Bank of Ghana, particularly its efforts to manage inflation and maintain orderly market conditions.

Outlook for Upcoming Auctions

Looking ahead, market participants will closely monitor future auctions for signs of further yield adjustments and shifts in investor appetite. If inflation expectations remain elevated or liquidity tightens, yields could continue to trend upward, especially at the longer end of the curve.

Nevertheless, the latest auction confirms that government securities remain firmly in demand. As long as macroeconomic fundamentals continue to improve and policy credibility is maintained, treasury bills are likely to remain a cornerstone of Ghana’s domestic debt market.
