South East Water Slapped With £22m Fine

South East Water, a British Water Company has been slapped with £22 million fine by its industry regulator, Ofwat, for multiple shortcomings in its service delivery.

The fine follows repeated water supply disruptions that left over 286,000 households and businesses across Kent and Sussex without drinking water between 2020 and 2023.

According to Chris Walters, Interim Chief Executive of Ofwat, the frequent disruption of water has affected a lot of customers.

“The repeated failures by South East Water caused widespread disruption and deeply affected thousands of customers. The company did not meet its obligation to provide a reliable water supply, and also fell short in supporting those impacted when services were interrupted. ”

Ofwat, a leading water service regulations authority, identified that there were various places where South East Water fell short.

Notably, the company failed to properly maintain critical infrastructure such as service reservoirs, major pipelines, and boreholes.

Because of a lack of preventative maintenance, the system was subject to breakdowns during dry spells or extreme cold conditions, resulting in several outages over a three-year period.

The investigation showed that South East Water failed to maintain a consistent supply during times of high demand and harsh weather, leaving thousands of homes without basic amenities like running water.

Customers were allegedly unable to shower, flush toilets, or obtain drinking water, resulting in significant inconvenience and discomfort.

Ofwat also criticized South East Water for failing to learn from earlier incidents, such as the 2018 “Beast from the East” cold wave, which exposed the company’s systems’ vulnerability to extreme weather conditions. “This was not a one-time event; it is a systemic failures in both planning and operational response,” Walters added.

The impact of these shortcomings caused more than mere inconvenience. Families faced days without access to drinking water, while businesses struggled to operate without basic water services.

Vulnerable groups, including the elderly and those with health conditions, were particularly affected, raising concerns about the social and public health implications of prolonged water disruptions.

Many residents expressed frustration over delays in receiving updates and lack of support from the company during critical periods, which caused immense stress and anxiety as households were left with limited recourse during the outage.

South East Water responded to Ofwat’s decision by requesting a judicial review and an injunction. A Spokesperson for South East Water said that the company sought an injunction  and that it is considering Ofwat’s decision and will respond via the appropriate channels.

However, the court denied the injunction, allowing the regulator to proceed with its assessment and issue a final decision.

Ofwat has indicated that South East Water remains under scrutiny for more recent supply issues. Between November 2025 and January 2026, thousands of homes were again affected by water shortages.

In December, up to 16,000 homes were left without water for nearly a week, while approximately 30,000 properties faced intermittent supply issues in January.

The ongoing investigation into these more recent incidents suggests that the company’s challenges in managing supply under pressure may not yet be fully resolved. Ofwat is closely monitoring both the company’s response and its preparedness for extreme conditions.

The fine of £22 million proposed by Ofwat is one of the largest levied in recent years, reflecting both the scale of the service failures and the regulator’s commitment to protecting consumers.

Walters emphasized that thorough investigations are necessary, given the technical and engineering complexities involved in analyzing water networks, systems of interconnected pipes, pumps, and treatment facilities that deliver water and infrastructure.

“Investigations like this take time, and it involves reviewing large volumes of detailed engineering data and understanding how failures occur and propagate through the system. Our goal is to ensure that companies are held accountable and that customers receive the service they are entitled to.”

For South East Water, the coming months will be critical. The company faces scrutiny not only over historical failures but also regarding its ability to prevent future incidents.

The regulator’s final decision on the £22 million fine set a precedent for accountability and may influence the approach of other utilities in the sector.

“Consumers have a right to expect a reliable supply of water. Companies, on the other hand, must learn from past failures and ensure their systems are robust enough to handle both everyday demand and extraordinary events.”

The South East Water case serves as a  reminder of the value of infrastructure resilience, competent crisis management, and accountability in important public services.
