The transition from analogue to digital broadcasting has remained a major step in Ghana’s efforts to modernise the media landscape and improve access to quality television services. The completion of the Digital Terrestrial Television Committee’s final report has now opened a new phase focused on strengthening the sustainability and effectiveness of the platform.
The Minister of Communications, Digital Technology and Innovations and Member of Parliament for Ningo Prampram, Honourable Samuel George Nartey has indicated that the government will prioritise a transparent and sustainable framework to improve Ghana’s digital broadcasting system. He explained that the recommendations from the committee would guide future decisions on the management and development of the DTT platform.

Honourable Nartey noted that the report represents an important stage in efforts to address the operational and governance structure of digital broadcasting in Ghana. The Minister explained that the Ministry would carefully examine the recommendations before engaging stakeholders on the implementation process.
Additionally, the Communications Minister disclosed that a white paper would be issued to provide direction and create consensus among members of the committee and relevant institutions. He emphasised that the next phase must establish a system that supports innovation, investment and reliable broadcasting services.

According to the Minister, local content development remains a central objective in ensuring that Ghana’s broadcasting industry continues to serve the interests of citizens. He explained that a strong digital platform should create opportunities for local producers while ensuring that audiences receive accessible and high quality television services.
Furthermore, Honourable Nartey acknowledged the contributions of institutions including the Ghana Broadcasting Corporation, KNET Limited, the National Communications Authority, the National Media Commission and the Ghana Independent Broadcasters Association. He said their technical support and participation strengthened the committee’s work and provided valuable input into the final recommendations.

The Minister received the final report on behalf of the government and affirmed that the administration would work with stakeholders to advance the next stage of the digital broadcasting agenda. He explained that the ultimate goal is to create a platform that remains financially sustainable while delivering benefits to viewers across the country.
In addition, Honourable Nartey expressed appreciation to the Ghana Broadcasting Corporation, KNET Limited and the Ghana Independent Broadcasters Association for their continued cooperation throughout the process. He acknowledged that the collaboration provided a strong foundation for future policy decisions.
Stakeholders Collaboration Shapes Future Of Digital Broadcasting
The review of Ghana’s Digital Terrestrial Television platform has progressed through extensive consultations among regulators, broadcasters and technical partners working to improve the country’s broadcasting future. The committee’s final report followed a process that involved assessing submissions, reviewing technical information and gathering perspectives from key institutions within the sector.
The Minister of Communications, Digital Technology and Innovations highlighted the importance of stakeholder cooperation throughout the committee’s assignment. He explained that the involvement of different institutions helped create a comprehensive report capable of supporting informed decisions on the future of the DTT platform.
Honourable Nartey noted that the committee’s work required additional time to complete due to the need for detailed assessments and further engagements. He stated that the Ministry approved an extension of the original timeline to allow members to undertake a thorough review of the technical and financial submissions presented.
Besides, the Minister disclosed that an emergency meeting was held on 14 March 2026 to evaluate progress and determine the appropriate direction for completing the assignment. He explained that the extension allowed the committee to strengthen its findings and produce recommendations that reflect the realities of the broadcasting sector.

The Communications Minister praised the contribution of staff from the Ministry, regulatory bodies, public broadcasters, private broadcasters and technical partners. He said each group provided unique expertise that supported the committee’s efforts and helped shape the final document.
According to Honourable Nartey, the collaborative approach demonstrated by stakeholders showed the importance of partnership in addressing challenges within Ghana’s digital broadcasting space. He explained that the process required patience, consultation and commitment from all parties involved.
Moreover, the Minister acknowledged the guidance of President John Dramani Mahama throughout the exercise. He stated that the President provided direction on the implementation of the assignment and supported efforts to achieve the government’s objectives for the DTT platform.
The Minister also commended the Director General of the Ghana Broadcasting Corporation, KNET Limited and the Ghana Independent Broadcasters Association for their roles in supporting the committee’s work. He noted that their involvement strengthened confidence in the recommendations presented to the government.
