Ghana Sets 2027 Deadline to Fully Regulate Virtual Assets

Ghana has set 2027 as the target for the full operationalisation of its new virtual asset regulatory framework, signalling a major shift in how cryptocurrencies and other digital assets will be supervised in the country.

The Bank of Ghana (BoG) and the Securities and Exchange Commission (SEC) are leading efforts to develop the operational guidelines and regulatory mechanisms required to implement the Virtual Asset Service Providers Act, 2025, also known as Act 1154.

The move comes as virtual asset adoption continues to grow in Ghana, raising both opportunities and concerns for financial stability, consumer protection and the integrity of the financial system.

BoG and SEC Begin Regulatory Push

Governor of the Bank of Ghana, Dr Johnson Asiama, disclosed the 2027 target during the inauguration of the Virtual Assets Coordinating Committee (VACC).

According to the Governor, the BoG and SEC are working on operational guidelines while also developing policy sandboxes to support the implementation of the legislation.

“The operational guidelines are being developed by the designated regulatory authorities, i.e., the Bank of Ghana and the Securities and Exchange Commission, alongside the implementation of policy sandboxes by both institutions towards fully operationalizing the Act by 2027.”

The announcement places Ghana among countries seeking to establish clearer rules around an industry that has expanded rapidly alongside digital financial services.

For market participants, the development could provide greater clarity about licensing, supervision and compliance requirements.

Virtual Asset Growth Raises Red Flags

The urgency behind the new framework can be traced to Ghana’s 2024 national Anti-Money Laundering, Counter-Terrorist Financing and Proliferation Financing risk assessment.

The assessment identified significant adoption and use of virtual assets in Ghana, as well as increasing connections between virtual asset activities and the formal financial system.

Dr Asiama said the findings demonstrated the need for Ghana to establish a comprehensive legal and regulatory framework.

“The report highlighted the urgent need for a legal and regulatory framework to govern the evolving virtual asset sector. So, fast forward, we now have Act 1154 before us.”

The findings have increased pressure on authorities to ensure that virtual assets do not become channels for money laundering, terrorist financing and other illicit financial activities.

At the same time, regulators face the challenge of protecting consumers without creating rules that could suffocate legitimate innovation.

Policy Sandboxes to Test New Ideas

One of the major tools being introduced by the regulators is the policy sandbox.

The controlled environments will allow authorities to assess emerging virtual asset products, services and business models before they become widely deployed.

This approach could allow Ghanaian regulators to understand new technologies and business models while identifying potential risks at an early stage.

For businesses operating in the sector, the sandboxes could also create opportunities to engage with regulators and demonstrate how innovative products can operate within acceptable regulatory boundaries.

The approach reflects the rapidly changing nature of digital finance, where new products can emerge faster than traditional regulatory systems can respond.

Powerful Committee Takes Centre Stage

The inauguration of the VACC represents another major step in Ghana’s regulatory drive.

The committee brings together representatives from the Bank of Ghana, Securities and Exchange Commission, Ministry of Finance, Cyber Security Authority and Financial Intelligence Centre.

Other relevant institutions may also be co-opted when necessary.

The committee is expected to serve as a statutory platform for coordination, information sharing and joint regulatory action.

Dr Asiama described the establishment of the committee as critical to implementing Act 1154 effectively.

“The inauguration of the virtual assets coordinating committee is therefore critical to the effective implementation of the Virtual Assets Providers Act 2025 Act 1154, as it will provide the statutory platform for coordinated regulatory and supervisory actions among the relevant institutions.”

Money Laundering and Cybersecurity Under Watch

The new regulatory architecture is expected to strengthen Ghana’s response to several risks associated with virtual assets.

These include money laundering, terrorist financing, cybersecurity threats and consumer protection concerns.

The VACC will support harmonised implementation of the Act and its subsidiary regulatory instruments while strengthening cooperation among participating institutions.

The committee is also expected to facilitate coordinated responses to emerging risks as the virtual asset industry continues to evolve.

This could become particularly important as the boundaries between traditional banking, digital payments and virtual assets continue to narrow.

Ghana Wants Regulation Without Killing Innovation

Despite the tougher regulatory direction, the BoG Governor stressed that Ghana must avoid a passive approach to digital finance.

“The pace at which virtual assets and digital finance are evolving globally, this leaves us little room for a passive approach.”

The statement highlights the delicate balance facing policymakers.

Authorities want to protect the financial system and consumers, but they also want Ghana to benefit from technological innovation, investment and financial inclusion.

A rigid regulatory framework could discourage legitimate businesses and innovators, while weak supervision could expose consumers and financial institutions to significant risks.

2027 Could Mark a New Era

With 2027 set as the target for full operationalisation, Ghana’s virtual asset industry is heading toward a period of major transformation.

The coming months are likely to be crucial as regulators develop guidelines, test policy approaches and strengthen coordination between institutions.

The ultimate objective is to establish a virtual asset ecosystem that is safer, properly supervised and capable of supporting innovation.

Dr Asiama said the inauguration of the VACC marked an important transition from legislation to implementation.

“This inauguration this afternoon therefore marks an important transition from the enactment of the legislation to the establishment of an effective, coordinated, and sustainable virtual asset regulatory framework in Ghana.”

Ghana’s digital asset market is entering a new regulatory era, and 2027 could be the year that transforms the rules of the game.
