Ghana’s push to strengthen domestic petroleum supply and reduce exposure to external fuel-market shocks has brought the Tema Oil Refinery (TOR) back into focus, with Parliament’s Energy Committee assessing the refinery’s operations and revival plans.
The Committee’s monitoring and working visit to TOR provided Members with a first-hand assessment of the refinery’s operational capacity, ongoing rehabilitation, safety systems and plans to expand its role in Ghana’s downstream petroleum industry.
The engagement comes as Ghana continues to rely significantly on imported refined petroleum products, leaving the country exposed to international price movements, supply disruptions and foreign-exchange pressures.
A consistently operating domestic refinery could provide an additional layer of supply resilience by allowing more crude to be processed locally when commercial and technical conditions permit.
Parliament Reviews TOR’s Revival Programme
The Committee, led by its Chairman, Hon. Emmanuel Bedzrah, engaged TOR management on the refinery’s recent progress and the work required to strengthen its operations.
Management, led by Managing Director Edmond Kombat, outlined developments covering refinery operations, health and safety, planned expansion and measures intended to support TOR’s long-term role in Ghana’s energy system.
A major milestone highlighted during the engagement was the refurbishment and commissioning of the refinery’s Crude Distillation Unit (CDU) by President John Dramani Mahama.
The CDU is central to the refinery’s crude-processing operations, making its refurbishment an important step in efforts to restore TOR’s refining capability.
However, the strategic value of the development will ultimately depend on whether the refinery can maintain reliable operations beyond the rehabilitation phase.
Domestic Refining And Fuel Security
For Ghana, TOR’s revival has implications beyond the performance of one state-owned company.
The country’s dependence on imported petroleum products means disruptions in international supply chains can quickly become a domestic energy concern.
Global crude prices, refined-product availability, shipping costs and exchange-rate movements can all feed into the cost and availability of fuel in Ghana.
Domestic refining cannot eliminate those risks entirely. Ghana still needs reliable crude supply, while refinery operations themselves require significant capital, maintenance and technical capacity.
But a functioning refinery gives the country another supply option.
It can potentially reduce reliance on imported finished products, create greater flexibility in responding to supply disruptions and retain more value within the domestic petroleum value chain.
That makes the sustainability of TOR’s operations particularly important to Ghana’s broader energy-security strategy.
Committee Backs Management’s Efforts
Hon. Bedzrah commended TOR management and staff for what he described as their “visionary and transformational” efforts to revive the refinery.

He also assured management of the Committee’s continued support and collaboration as TOR works to strengthen its operations.
The parliamentary engagement provides an avenue for continued oversight as the refinery moves from rehabilitation towards sustained operations.
TOR Faces The Sustainability Test
The central challenge for TOR now extends beyond restarting equipment.
The refinery must demonstrate that it can operate consistently, secure crude, maintain its facilities and generate sufficient commercial value to support its operations over time.
Those requirements will determine whether the current revival becomes a durable improvement in Ghana’s refining capacity.
TOR’s performance will also have to fit into a wider downstream system involving crude producers, bulk oil distributors, storage facilities, regulators and fuel retailers.
For Ghana’s energy security, the objective is therefore not simply to have a refinery operating again, but to establish a dependable domestic refining option that complements imports and strengthens the country’s ability to withstand external supply shocks.
The Parliamentary Committee’s assessment puts that longer-term question firmly on the agenda: whether TOR can move from revival to sustained commercial operations and become a more dependable pillar of Ghana’s petroleum-security architecture.
