IMANI Petitions Government for G4O Forensic Audit

IMANI Africa and its coalition partners have petitioned state authorities to immediately order a full, transparent, end-to-end forensic audit into the Gold-for-Oil (G4O) policy, demanding that Civil Society Organizations (CSOs) be permitted to observe the proceedings to guarantee public accountability.

The formal petition follows the release of shocking findings this week by IMANI and partner organizations, exposing widespread suspected graft, systemic fiscal leakages, and crooked dealings embedded within the policy’s execution.

According to the policy think tank, a comprehensive independent investigation has become imperative to uncover the full extent of financial impropriety and determine the true cost of the program to the Ghanaian taxpayer.

Post-G4O Market Dynamics and the Fallacy of Policy Necessity

In March 2025, the Bank of Ghana (BoG) completely terminated its involvement in the Gold-for-Oil initiative.

 In the six months following this exit and the subsequent reversion to standard dollar auctions, petroleum market operations and general economic activity have continued normally without disruption.

The widespread predictions of immediate pump shortages and chaotic foreign exchange spikes failed to materialize, proving that the intervention was unnecessary for market stability.

Comparative statistical data indicates that the policy failed to achieve its primary public objectives.

The single measurable impact of the framework was an artificial expansion of the Bulk Oil Storage and Transportation (BOST) company’s market share by over 500 percent.

Even during the absolute peak of the scheme, private Bulk Oil Distribution Companies (BDCs) continued to supply more than 70 percent of the nation’s total fuel requirements.

Beyond enriching state-backed logistics channels, the scheme delivered no tangible macroeconomic benefit.

Currency stabilization remained non-existent, and ex-pump prices failed to drop as promised.

As Franklin Cudjoe, Founding President of the IMANI Centre for Policy and Education, noted during his critique of the “katanomic state enchantment” executed through the scheme, the entire architecture functioned primarily as elaborate political marketing rather than sound economic management.

Structural Inefficiencies and Counterfactual Price Realities

A key driver behind the demand for a forensic review is the elimination of unnecessary transactional layers that burden consumers.

The program created substantial off-book forex losses, inflated brokerage fees, and intermediary margins that inflated the underlying cost of fuel delivery.

 Experts maintain that stripping away these opaque structural distortions would have directly benefited Ghanaian petrol consumers at the pump.

To verify these distortions, policy analysts conducted a rigorous counterfactual analysis comparing actual market outcomes against a baseline standard auction model.

The quantitative empirical modeling demonstrated conclusively that without the implementation of the G4O framework, fuel pump prices across the country would have been marginally lower.

The policy effectively forced domestic consumers to subsidize an inefficient state trading model.

By rerouting foreign exchange through private corridors and unscrutinized middlemen, the program introduced unnecessary friction into fuel pricing.

Establishing the precise monetary drain caused by these brokerage arrangements remains a core objective of the requested forensic review.

Governance Failures and Extractive Sector Vulnerabilities

The imperative for a thorough, vessel-by-vessel forensic audit stems from severe institutional lapses identified across the extractive value chain.

The gold acquisition phase operated without foundational formal contracts between the central bank and primary aggregators like the Precious Minerals Marketing Company (PMMC), creating a contractual vacuum that eliminated basic pricing controls and delivery tracking.

These systemic weaknesses allowed discretionary exchange rate applications and unmonitored delivery quotas to proliferate.

In the petroleum importation phase, investigators uncovered missing port documentation, unchecked customs tax exemptions, and extensive reliance on offshore suppliers located in high-risk jurisdictions.

Such structural opacity enabled severe revenue leakages while exposing public institutions to trade-based money laundering risks.

Restoring integrity to Ghana’s mineral and energy sectors requires full exposure of these trade channels. Civil society monitoring of the forensic audit will ensure that all trading ledgers, assay certificates, and customs records are subjected to uncompromised public scrutiny.
