The Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, has launched three new mining cooperatives in the Nzema East Municipality of the Western Region as part of state interventions to restructure small-scale gold extraction.

Inaugurating the Axim-Agona, Akango-Douale, and Adelekezo cooperative societies in the Evalue-Ajomoro-Gwira constituency, the government aims to establish a regulated framework that creates sustainable jobs, preserves ecological resources, and yields long-term socio-economic growth for mining host communities.

“The launch of three mining cooperatives in Nzema East is set to usher in a new chapter for small-scale mining in the Western Region, with the government pushing for an approach that creates jobs, protects the environment and delivers lasting benefits to host communities.”

The official launch introduces the Responsible Cooperative Mining and Skills Development Programme (rCOMSDEP) to the district, creating a formal platform for informal operators to transit into legal, environmentally safe practice.

By organizing local operators into registered cooperative bodies, the initiative establishes legal pathways for mineral rights acquisition while safeguarding contiguous water bodies and agricultural lands from illegal degradation.

This grassroots structural reform seeks to substitute punitive enforcement with organized community participation, providing technical capacity building and formal oversight to build institutional resilience across the artisanal mining landscape.

Paradigm Shift from Security Enforcement to Inclusive Stakeholder Engagement

Addressing stakeholders during the inaugural ceremony, Hon. Emmanuel Armah-Kofi Buah emphasized that government interventions against illegal mining activities have evolved beyond armed military patrols and kinetic enforcement operations.

The Minister declared that achieving sustainable transformation requires a complete recalibration of public attitudes and mining practices nationwide.

Highlighted as a foundational pillar of this strategy, community engagement brings traditional authorities, local students, parliamentarians, and civil society organizations into active partnership to safeguard regional eco-zones.

Complementing this social contract, the government is executing the Tree for Life Initiative to aggressively restore degraded forest reserves and contaminated river basins.

“Stopping further destruction must go hand in hand with rebuilding what had already been lost,” the Minister noted, calling for active local involvement in land reclamation. In tandem with ecological repair, systemic legislative overhauls are being instituted.

The Minister outlined structural revisions to national mining policies and upcoming statutory amendments designed to institutionalize local participation, giving host communities an authoritative voice in decision-making processes regarding mineral rights and environmental stewardship.

Economic Imperatives and Legal Frameworks Driving the rCOMSDEP Rollout

The rollout of rCOMSDEP in the Western Region addresses long-standing structural deficits within Ghana’s informal gold mining sector.

For decades, uncoordinated small-scale operations have caused severe deforestation, heavy metal contamination in river basins, and socio-economic vulnerability among rural workers.

Traditional law enforcement approaches often produced short-term relief without solving underlying economic drivers, leaving youth populations in mining districts without access to legal employment opportunities.

Through rCOMSDEP, the Ministry of Lands and Natural Resources addresses these gaps by embedding legal accountability directly within community frameworks.

By converting unregulated miners into structured cooperative businesses, operators gain access to official concessions, financial credit, and modern eco-friendly processing equipment.

This shift minimizes mercury usage, stops riverbed dredging, and ensures local mineral extraction contributes directly to municipal tax bases and localized infrastructure development.

Strengthening Institutional Governance and Community Ownership in Extractive Zones

The inauguration of the Axim-Agona, Akango-Douale, and Adelekezo cooperatives provides a template for legal mineral governance that can be replicated across traditional mining zones nationwide.

By integrating traditional custodians and local government assemblies into cooperative governance structures, the policy ensures that land allocation aligns with municipal zoning regulations and conservation goals.

Furthermore, rCOMSDEP provides comprehensive skill acquisition programs covering environmental management, occupational safety standards, and financial management.

These legal cooperatives empower mining communities to protect their immediate ecosystems while converting local mineral wealth into sustainable capital.

The initiative aligns with Ghana’s broader strategy to balance mineral exploitation with ecological preservation, ensuring host communities benefit directly from the natural resources within their jurisdictions.
