Private Security Organisations Cautioned Against Use of Unauthorized Uniforms

In a decisive move to ensure compliance within the private security sector, the Ministry of the Interior, led by Chief Director Mrs. Doreen P. Annan, has issued a stern warning to all Private Security Organisations (PSOs) in Ghana. The Ministry cautioned against the use of unauthorized uniforms, emphasizing that violators will be arrested by the police and face legal consequences.

The warning follows the recent arrest of two individuals on Friday, June 14, 2024, for contravening the regulations that govern private security organizations in the country. These individuals were apprehended by the Ghana Police Service for wearing uniforms closely resembling military attire, which is explicitly prohibited under the Police Service (Private Security Organisations) Regulations, 1992 (LI.1571), and the Police Service Organisations (Amendment) Regulations, 1994 (L.I.1579).

“We are dedicated to ensuring that private security firms adhere strictly to the prescribed standards. Unauthorized uniforms not only breach the law but can also cause confusion and undermine public trust in legitimate security personnel.”

The arrested individuals have been granted bail, but the Ministry assured that the company they represent will face appropriate sanctions. This incident marks a significant step in the Ministry’s ongoing efforts to enforce regulatory compliance and maintain order within the sector.

The Ministry has reaffirmed the authorized uniforms for private security guards in order to remove any confusion: long- or short-sleeved white shirts over ash-khaki pants with white side stripes, Brown khaki pants with cream stripes on both sides are worn with cream long or short sleeves. Yellow shirts with ash/grey reflectors across the back and front cover brown khaki trousers, and mauve long or short sleeves cover maroon trousers with mauve stripes on both sides (particularly for personnel in mines and oil fields).

These uniforms are designed to be distinct from those worn by military and police personnel, thereby preventing any potential for misidentification or misuse of authority.

In 2023, the Ministry of the Interior launched a nationwide sensitization and monitoring exercise aimed at ensuring that all private security organizations comply with existing regulations. This initiative included widespread education on the legal requirements and operational boundaries for PSOs.

Since then, the Ministry has maintained rigorous monitoring to ensure adherence to these regulations. This proactive approach underscores the Ministry’s dedication to creating a secure environment for all Ghanaians, in collaboration with the private security sector.

Mrs. Annan acknowledged the vital role that private security organizations play in complementing the efforts of the official Security Services. “Private security firms are integral to the overall safety and security framework of our nation. They provide essential services that help to maintain order and protect properties,” she remarked.

However, she was unequivocal in her stance that the Ministry would not tolerate any breaches of the established regulations.

“While we appreciate the contributions of private security organizations, we will not compromise on the standards that ensure the safety and security of the public. Compliance with uniform regulations is non-negotiable.”

Looking forward, the Ministry of the Interior is committed to continuing its work with private security organizations to foster a culture of compliance and professionalism. This partnership is seen as crucial in achieving the broader goal of national security and public safety.

The Ministry of the Interior’s recent actions and ongoing initiatives reflect a robust stance on regulatory compliance within the private security sector. Mrs. Annan’s message is clear: adherence to prescribed uniform standards is mandatory, and violations will be met with strict enforcement measures.
