China-Africa Collaboration Sparks New Development Momentum: UN Chief

In a high-level meeting in Beijing, UN Secretary-General António Guterres emphasized the significant potential of joint efforts between China and Africa to ignite fresh momentum for development on the African continent. 

His comments came during the Forum on China-Africa Cooperation Summit, where he underscored the global body’s full support for this pivotal partnership.

Addressing a complex backdrop of rising geopolitical tensions, ongoing conflicts, and escalating poverty, Mr. Guterres noted that these challenges were particularly evident in Ukraine, Gaza, and Sudan. 

Simultaneously, the deepening climate crisis and inequality posed significant threats to global and African progress toward sustainable development goals. Many African nations, already burdened by crippling debt, are struggling to make meaningful investments in their own sustainable futures.

Need for Financial Reform

During his speech, the UN chief urged the reform of what he described as the “outdated, ineffective and unfair international financial architecture,” arguing that developing countries should have access to increased financing opportunities. 

This would include expanding the lending capacities of multilateral development banks to help these nations invest in key areas like infrastructure and climate resilience.

He stressed that China and Africa’s joint support for these financial reforms would be instrumental in achieving broader international objectives, especially in relation to the Sustainable Development Goals (SDGs).

“At this time, South-South cooperation is critical to advancing shared development goals,” he said, referring to the collaboration between developing countries in the Global South. He further emphasized that this cooperation should not diminish the responsibility of wealthier nations to contribute to global development.

South-South Cooperation Essential

The China-Africa relationship, described as a cornerstone of South-South cooperation, plays a significant role in this context. According to Mr. Guterres, “Your joint efforts, based on the United Nations Charter, can create a new momentum for African development.” 

He highlighted China’s long-standing role as Africa’s largest trading partner, noting that transformative investments in Africa must respect national ownership and meet international standards for sustainability and human rights.

The partnership between China and Africa offers immense potential for fostering key transitions, particularly in renewable energy, food systems, and digital connectivity. 

Mr. Guterres lauded China’s own development record, which includes notable achievements in poverty eradication, and suggested that Africa could benefit greatly from China’s expertise in areas like trade, technology, and finance.

“China’s remarkable record of development – including on eradicating poverty – provides a wealth of experience and expertise,” he remarked, further adding that the China-Africa partnership could act as a catalyst for the renewable energy revolution across the continent.

Africa’s Strategic Importance

Africa, with its fast-growing economies, can make the most of China’s backing to boost sectors such as trade, data management, and technology. 

Mr. Guterres also highlighted the need to correct historical imbalances in global governance, pointing out that it was “outrageous” that Africa still lacks permanent representation on the UN Security Council.

The upcoming Summit of the Future at the UN Headquarters presents a critical opportunity for reform, anchored in principles of justice and solidarity. The event will focus on emerging global threats and fostering joint approaches to security challenges. 

It also aims to further efforts toward authorizing UN-assessed contributions for African Union-led peace operations.

“We are pushing for reforms so that the international financial architecture and institutions correspond to the realities of today’s world and can respond to today’s challenges – particularly those faced by developing countries, namely in Africa.” 

The UN Secretary-General reaffirmed the organization’s full commitment to strengthening the China-Africa partnership. This collaboration, he stressed, is essential for achieving peace, sustainable development, and respect for human rights on a global scale.
