A member of the National Democratic Congress and former media practitioner, Alfred Ogbamey has commended the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin’s leadership, citing his skilful management of the legislative-executive dynamic while acknowledging the Supreme Court’s guidance.
In his typically forthright evaluation, Mr Ogbamey stated that Speaker Bagbin and the NDC caucus “hold the Executive by the balls.” He pointed out that although the Supreme Court can issue interim orders regarding parliamentary conduct, Parliament is capable of following its own course without defying those directives.
This stance, he noted reflects the legislative body’s comprehensive powers, which limit the Court’s influence over its daily operations, cautioning that excessive judicial intervention in parliamentary affairs could provoke a corresponding wave of \”legislative activism”.
“Parliament has to create its own solutions,” Alfred Ogbamey contended, proposing that while the NDC caucus might technically adhere to the Court’s directives, they could pursue alternative methods that uphold parliamentary autonomy and sovereignty.
He stressed that diplomacy and dialogue should remain Parliament’s primary tools in addressing the deadlock, adding, “Engagement and diplomacy remain the best way out.”

Additionally, Alfred Ogbamey stated that the legislative impasse between the National Democratic Congress (NDC) and the New Patriotic Party (NPP) caucuses raises the risk of stalemates on crucial votes.
He pointed out that with a slim majority in Parliament, either side has the potential to halt proceedings by withdrawing their participation or delaying decisions, undermining the Court’s goal of enhancing parliamentary functionality.
As Ogbamey pointed out, this equilibrium empowers both parties to influence legislative processes and underscores Parliament’s inherent power to self-govern and resist external influences.
He also underscored Speaker Bagbin’s adherence to his principles, praising him as a “well-known advocate of principles and his convictions.’
According to Alfred Ogbamey, Speaker Bagbin’s position is not mere political manoeuvring but a steadfast commitment to legislative sovereignty, a viewpoint that even some members of the ruling New Patriotic Party (NPP) privately acknowledge.
“Slowly but surely, Speaker Hon Alban S.K. Bagbin is winning the battle of wits. Even some NPP MPs are quietly backing his stance, given the belief that he is representing the interest of the Legislature as an independent institution”.

He likened Speaker Bagbin’s current leadership style to the legacy of the “3 Wise Men” of the NDC, known for their strategic influence and significant impact within the party.
The situation remains critical as the Supreme Court prepares to issue its final decision on the matter. Alfred Ogbamey, however, noted that until such a ruling is delivered and legally backed directives are established, the Court’s power to influence parliamentary proceedings remains tenuous at best.
This moment, he suggested, tests not only the resilience of the Legislature but also the country’s dedication to a balanced system of governance.
