Three teacher unions—Ghana National Association of Teachers (GNAT), Ghana National Association of Graduate Teachers (NAGRAT), and Coalition of Concerned Teachers Ghana (CCT Ghana)—have written to the Ghana Education Service (GES), urging action on critical issues affecting teachers.
The unions emphasized that the current industrial climate is tense and expressed hope that the GES will not take actions that could further escalate tensions.
They also stated that they expect the GES to respond to their demands by November 30, 2024.
“Following the signing of the Collective Agreement in May 2024, it was agreed that both parties do recognize and agree to promote the growth and development of cooperation, trust, respect, and fairness and endeavor to uphold these values in the formulation of policies and standards of management in the GES.
“It was further agreed and understood that Management shall negotiate with the Unions before making changes to the existing benefits and practices which have been mutually accepted by both parties”.
Teacher Unions
The Unions expressed regret that they have been compelled to address some disturbing and concerning issues, which, if left unresolved by November 30, 2024, could further disrupt the already tense industrial environment.
They emphasized the need for the government to honor its earlier commitment and refrain from taxing the Complimentary Digital Instruction Support Allowance.
The Unions warned that if the government proceeds with this tax deduction despite their objections, they would not be able to control the actions of their members.
In such a case, the leadership of the teacher unions stressed that the Ministry of Education would bear responsibility for any resulting consequences.
Unions Call for Smooth Transition for Teachers from TVET to GES
Furthermore, the Unions called on the Ministry of Education and the Ghana Education Service (GES) to implement a transitional period that allows teachers who wish to transition from the Technical and Vocational Education and Training (TVET) service to the GES to do so without facing any restrictions, fear, or intimidation.
They emphasized the importance of ensuring a smooth and voluntary transition process for these teachers, guaranteeing that their decision to move will be respected and supported, without any undue pressure or obstacles.
This approach, the Unions argued, is crucial for maintaining trust and morale among the teaching community.
“We wish to sound further that the Teacher Unions would resist the forced implementation of the TVET Service by roping teachers against their will, most of whom are members of Teacher Unions into the membership of the Service by fiat, without any Transitional Period”.
Teacher Unions
The Unions also expressed deep concern over the ongoing challenges faced by teachers, highlighting the alarming reality that, on a daily basis, teachers are subjected to various forms of threats and coercion by some school heads and district directors.
According to the Unions, these individuals are pressuring teachers to attend Continuous Professional Development (CPD) workshops, often charging exorbitant fees.
This practice is made worse by the tacit support of certain GES staff, who, under duress, compel teachers to comply.
The Unions emphasized that this consistent exploitation, intimidation, and undue pressure must come to an immediate end.
They stressed that such practices not only undermine the professionalism and dignity of teachers but also create an environment of fear and mistrust within the education system.
Accordingly, the Unions issued a clear warning, stating that if the Employer fails to address their concerns and meet their expectations, the consequences will fall squarely on the Employer’s shoulders.
The Unions emphasized that teachers have enjoyed a relatively calm and peaceful industrial environment, and it is not their intention to disrupt this harmony.
However, they made it clear that if the situation is left unresolved, they will be compelled to take necessary actions to protect the rights and interests of teachers, ensuring that the issue does not escalate further.
