Ghana’s Ministry of Communication, Digital Technology, and Innovations (MoCDTI) has signed a landmark Memorandum of Understanding (MoU) with the Dubai Ports, Customs and Free Zone Corporation (PCFC) and Presight AI for the establishment of the Ghana-UAE Innovation and Technology Hub.
The initiative represents a significant milestone in the country’s journey towards becoming a hub of technological advancement in Africa and a beacon of economic transformation through innovation.
At a high-profile ceremony marking the signing of the agreement, Ghana’s Minister for Communication, Digital Technology, and Innovations, Hon. Samuel Nartey George, described the partnership as a cornerstone of President John Dramani Mahama’s vision for a modern, diversified economy powered by technology and innovation.

According to him, the hub will not only spur economic growth but also serve as a strategic platform to attract investment, nurture innovation, and drive job creation, especially for the country’s burgeoning youthful population.
The Ghana-UAE Innovation and Technology Hub is envisioned as a center of excellence that will boost export capacity in advanced technologies and value-added services.
With Presight AI’s global expertise in data analytics and artificial intelligence, and PCFC’s experience in logistics and economic zone development, Ghana is expected to benefit from a rich blend of knowledge, capital, and innovation.
The hub is expected to generate thousands of high-value jobs in sectors such as software development, data science, artificial intelligence, and business process outsourcing (BPO), effectively making Ghana a key digital workforce supplier on the continent.
Transformational Initiative
Speaking at the ceremony, H.E. Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World and Chairman of PCFC, underscored the transformative nature of the initiative.

The launch of the Ghana-UAE Innovation and Technology Hub comes in the wake of the government’s rollout of the One Million Coders Program, a flagship initiative under President Mahama’s administration designed to equip one million young Ghanaians with essential digital skills.
Describing the program as a key pillar of Ghana’s digital economic strategy, Hon. Sam George reiterated the government’s commitment to ensuring that Ghanaian youth are not left behind in the fast-paced global digital economy.
He emphasized that the One Million Coders program is a bold effort to prepare Ghana’s workforce for opportunities in the BPO and knowledge process outsourcing (KPO) sectors, which are increasingly driving global job creation and economic value.
More Partnership to Drive Digital Skills
According to Hon. Sam George, the government’s strategic efforts have already started yielding results. A significant MoU has also been signed with the MTN Group during the Mobile World Congress in Barcelona, committing the telecommunications giant to support Ghana’s digital skills drive.
“This is just the beginning,” he noted, adding that several other partnerships with both local and international private sector players are at advanced stages of negotiation and will be finalized in the coming weeks.
The establishment of the Ghana-UAE Innovation and Technology Hub, therefore, aligns seamlessly with the broader goals outlined in the One Million Coders program.
Both initiatives underscore the Mahama administration’s unflinching commitment to leveraging digital technology as the foundation of Ghana’s economic reset and future prosperity.
