Petrobras Eyes Return to Nigeria’s Oil Sector After Talks with NNPCL

Brazil’s state-owned energy giant, Petrobras, is preparing a comeback in Nigeria’s upstream oil and gas industry, four years after it exited joint ventures in the country.  

In a statement posted on X (formerly Twitter), Nigerian National Petroleum Company Limited (NNPCL) confirmed that its Executive Vice-President for Upstream, Udy Ntia, held talks with Petrobras Chief Executive Officer, Magda Chambriard, on the sidelines of the visit. 

“Petrobras expressed interest in exploring new areas, aligning with NNPC Ltd.’s commitment to fostering mutually beneficial partnerships in the energy sector.”

The move, welcomed by the NNPCL, signals renewed cooperation between Africa’s largest oil producer and Latin America’s top energy company. 

The announcement came during President Bola Tinubu’s state visit to Brazil, where executives of both firms met to discuss potential investment opportunities in Nigeria’s deepwater and ultra-deep-water assets.

The dialogue focused on Petrobras’s re-entry into Nigeria’s upstream sector, with particular attention to deepwater and ultra-deep-water fields areas where the Brazilian company has vast technical expertise.  

Nigeria, with 37 billion barrels of oil reserves and 200 trillion cubic feet of gas, is positioning itself as an attractive destination for foreign capital, especially under Tinubu’s administration, which has promised regulatory stability and tax incentives. 

“The engagement centred on rebuilding energy partnerships between Nigeria and Brazil, with a particular emphasis on inviting Petrobras to resume operations in Nigeria following their exit in 2021.”

Industry analysts note that Petrobras’s re-entry could help unlock fresh investments in offshore exploration at a time when Nigeria is striving to reverse production declines and secure financing for new projects.

Beyond energy, the visit underscored a broader push to revitalize Nigeria-Brazil relations.

NNPCL also participated in a high-level Business Roundtable hosted by Citi Brasil in São Paulo, where it engaged with senior government officials, industry leaders, and business executives from both nations. 

The session provided a platform to explore new opportunities for trade, infrastructure financing, and investment flows between the two countries.

At a joint press conference in Brasília, President Bola Tinubu hailed Petrobras’s imminent return as a milestone in Nigeria’s efforts to attract credible global investors back into its oil and gas industry. 

“We have the largest gas repository. So, I don’t see why Petrobras doesn’t join as a partner in Nigeria as soon as possible.

“I appreciate President Lula’s promise that this will be done as soon as possible.”

During the visit, Nigeria and Brazil signed five Memoranda of Understanding (MoUs) covering trade, science, aviation, finance, and diplomacy—marking one of the most comprehensive frameworks of cooperation between the two nations in recent years. 

Petrobras had been a significant player in Nigeria’s upstream sector until its decision to divest in 2017, when the company announced plans to sell assets worth $21 billion as part of a massive restructuring to cut its debt, which had ballooned to nearly $100 billion.  

However, with a stronger balance sheet and renewed international ambitions, Petrobras is now exploring opportunities to rebuild its African footprint, with Nigeria expected to be a key pillar of that strategy.

For Nigeria, attracting Petrobras back into the fold represents more than just foreign investment. It signals confidence in the country’s Petroleum Industry Act (PIA) and reforms aimed at providing clarity for investors, boosting production, and securing revenues. 

“This dialogue demonstrates Nigeria’s commitment to attract investment, supported by a strong legal, regulatory framework and tax incentives.”

Analysts suggest that a Petrobras re-entry could also open the door for joint ventures in natural gas development, which is central to Tinubu’s energy transition strategy and Nigeria’s ambition to become a regional gas hub. 

The talks between Petrobras and NNPCL are still at an exploratory stage, but both sides have indicated strong interest in fast-tracking negotiations.  

If concluded, the deal would not only expand Brazil’s presence in Africa but also reinforce Nigeria’s quest to reposition its oil and gas sector as a cornerstone of its economic recovery. 

For now, the prospect of Petrobras’s return has raised optimism within Nigeria’s energy community that fresh capital and advanced deepwater expertise will soon flow back into the country.
