Northern Mining Plan Targeted To Reduce ‘Kayayei’ Migration To South

Kenneth Bansah, PhD, PE, a prominent mining engineer and extractives analyst, has proposed a comprehensive development strategy leveraging northern Ghana’s emerging mining sector to curb the persistent southward migration of young people engaging in “kayayei” (head-porters) and other low-income labor.

Highlighting that northern Ghana is poised to become a major mining hub due to extensive exploration and large-scale mining operations, Dr. Bansah asserted that deliberate investment in the region can address chronic poverty.

The proposal focuses on transforming northern Ghana’s five administrative regions Upper East, Upper West, Northern, North East, and Savanna by channeling mineral extraction opportunities into sustainable socio-economic growth.

“The revenues could support roads, water infrastructure, skills development, businesses, and other investments needed to strengthen the northern economy. They could even support the construction of an international airport in the north to improve air transportation and economic activity. With deliberate and sustained investment of mining revenues, poverty in northern Ghana can be significantly reduced.”

Expanding on this vision, the framework details how the declining agricultural sector, which has historically served as the primary economic anchor, can be complemented and revitalized through modern, structured extraction industries.

As climate pressures and environmental degradation continue to diminish agricultural yields, young residents increasingly migrate to southern urban centers like Accra, Kumasi, and Takoradi in search of head-porterage jobs and manual work to support families back home.

Dr. Bansah’s strategic approach advocates for a multi-sectoral development plan where mining acts as a principal driver, generating alternative livelihoods and establishing crucial infrastructure to retain human capital within northern communities.

Socio-Economic Drivers and the Need for Strategic Policy Shifts

The imperative for a dedicated northern mining strategy stem from the severe multidimensional poverty indicators recorded across the five northern regions.

Despite agricultural traditions, systemic underinvestment and recurring drought conditions have exacerbated rural poverty, making forced economic migration a survival mechanism rather than a choice.

Dr. Bansah noted that without targeted interventions, the influx of vulnerable youth into southern urban centers will persist, placing further strain on national social infrastructure.

To counteract these dynamics, policy experts emphasize the necessity of incentivizing responsible mining operations specifically tailored to the geographical and socio-economic landscape of the north.

Streamlining regulatory frameworks and lowering barriers for compliant, environmentally conscious extraction companies can accelerate formal capital inflows into these underserved areas while setting new standards for industrial development.

To attract ethical, large-scale investment, the initiative outlines specific fiscal and operational concessions designed to optimize investor engagement while maximizing local community benefits.

Dr. Bansah suggested that “the processing time and cost of securing mining licences could be reduced for companies seeking to develop mines in the north,” thereby creating a competitive advantage for regional project development.

Furthermore, environmental sustainability remains central to the proposed framework, requiring a deliberate alignment between commercial extraction and land management.

The plan urges government agencies and private entities to “integrate ecological restoration into mine development,” ensuring that environmental mitigation directly supports drought-impacted agricultural lands.

 By pairing land reclamation with water management, local farming efforts can be restored alongside mining operations.

Fiscal Reinvestment and Long-Term Infrastructure Development

A central pillar of the proposed initiative involves ring-fencing early mineral revenues to guarantee tangible, long-term economic diversification for northern citizens.

Under the blueprint, state revenues generated during the initial phases of new mining projects would be dedicated entirely to regional modernization and public services.

Dr. Bansah recommended that the government “commit all of these revenues for the first 10 years or dedicate a major portion of them to the development plan” to ensure uninterrupted financing for foundational projects.

By reallocating resource rents directly back into northern roads, industrial hubs, and technical education, the state can foster resilient local supply chains.

Ultimately, establishing viable local employment opportunities offers a permanent solution to the seasonal and permanent “kayayei” migration, transforming northern Ghana into a self-sustaining economic center.
