The United States and Finland have signed a Technology Prosperity Deal to strengthen cooperation in strategic technologies, industrial development, energy and national security, marking a new milestone in their bilateral relationship.

US Secretary of State, Marco Rubio and Finnish Foreign Minister Elina Valtonen signed the agreement, alongside a separate Critical Minerals Framework aimed at deepening trade and economic cooperation between the two countries.

Michael Kratsios, Director of the White House Office of Science and Technology Policy and science adviser to President Donald Trump, announced the technology agreement in a post on X, describing it as part of the administration’s efforts to strengthen partnerships with key allies. “TPDs deepen our relationships with key allies and advance technologies that improve the lives of Americans and our partners,” Kratsios said.

He identified areas of cooperation with Finland as superintelligence, advanced telecommunications, quantum technology, energy, space, advanced manufacturing, shipbuilding and research security.

The White House memorandum of understanding sets out a framework for collaboration on emerging technologies, industrial partnerships and research, with an emphasis on accelerating the development, deployment and adoption of technologies considered strategically important to both countries.

Deal Targets AI, Quantum And Energy

Under the memorandum, Washington and Helsinki intend to deepen cooperation in superintelligence and next-generation telecommunications, strengthen quantum technology capabilities, advance energy systems and expand collaboration in space research and industrial development.

The agreement also seeks to strengthen semiconductor development, accelerate secure biotechnology innovation and improve research and industrial security.

In telecommunications, the two countries intend to cooperate on research and development, support the export of trusted technology systems and coordinate their engagement in international standards-setting bodies.

The memorandum identifies cooperation across the technology supply chain, including hardware, models, software, applications, network equipment, maintenance and customer support.

It also outlines plans to coordinate financing and commercial diplomacy, where appropriate, to support the deployment of trusted technology systems in third countries.

The initiative reflects the two governments’ intention to work together to expand the international adoption of technologies developed within trusted partnerships.

Quantum technology is another priority, with the agreement highlighting the importance of secure supply chains, research capabilities and industrial ecosystems in advancing innovation and commercialization.

In the energy sector, the memorandum identifies small modular reactor development and deployment, nuclear fission research, geothermal energy and energy resilience as areas for closer cooperation.

The two countries also intend to strengthen collaboration in space security, exploration and technology research, development and commercialization.

The agreement further provides for joint research projects and pilot activities involving technologies with potential defence applications, building on existing defence arrangements.

Finland’s Arctic Expertise Offers Strategic Opportunity

Arctic security and shipbuilding feature prominently in the agreement, reflecting Finland’s established expertise in icebreaker design and construction.

The memorandum identifies cooperation in Arctic operations, ice navigation, maritime domain awareness, cold-weather testing and related technologies as priorities for both countries.

Under the framework, Washington and Helsinki intend to work together on icebreaker modernisation, shipyard development and workforce training. The agreement also highlights efforts under the Icebreaker Collaboration Effort, known as ICE Pact, to modernise the US icebreaker fleet and support the development of next-generation Arctic Security Cutters.

The initiative is intended to draw on Finnish expertise to support the design, construction and delivery of vessels capable of operating in Arctic conditions.

The countries also intend to advance biomedical, biotechnological and advanced materials innovation as part of their broader science and technology partnership.

Finland Hails Agreement As Step To Bolstering Ties

Finnish Foreign Minister Valtonen described the agreements signed during her Washington visit as an important step towards strengthening the relationship between the two countries.

In a post on X, she said that Finland and the United States had developed strong economic ties in recent years, particularly in industrial products, connectivity, space technologies, quantum technology, artificial intelligence and other advanced digital technologies. “The Critical Minerals Framework and the Technology Prosperity Deal will deepen mutually beneficial trade, economic and technological cooperation between our countries, and strengthen our position in the world,” Valtonen said.

She also said that she had discussed Russia’s war against Ukraine and ongoing peace efforts with Rubio, reiterating Finland’s position that pressure on Russia and continued support for Ukraine, including its air defence, were necessary to protect civilian lives.

The technology agreement builds on existing US-Finland scientific cooperation, including a bilateral agreement signed in 1995 and previous joint statements on quantum information science and advanced wireless communications.

The memorandum establishes areas in which both governments intend to cooperate, although the implementation of individual projects will depend on subsequent initiatives and arrangements.

Kratsios stated that the deal formed part of the Trump administration’s wider efforts to support high-paying jobs, affordable energy and scientific and technological breakthroughs.
