US First Lady, Melania Trump has secured a localised ceasefire agreement between Russia and Ukraine for the frontline city of Oleshky, aimed at enabling humanitarian aid deliveries and the evacuation of civilians trapped amid the ongoing war.
According to a White House statement, both countries have agreed to temporarily suspend all military action in Oleshky from October 29, 2026, to allow humanitarian assistance to enter the city and establish a designated safe passageway for civilian evacuations. It comes as the administration of US President Donald Trump has renewed diplomacy aimed at ending the war.
Melania Trump said that the agreement was necessary to address the deteriorating humanitarian conditions in the southern Ukrainian city, where the remaining population consists primarily of elderly residents in urgent need of medical care, food, medicine and clean water.
“The situation in Oleshky is dire. Oleshky is a front-line war city on the brink of disaster. Oleshky’s remaining population is comprised primarily of elderly residents who urgently need medical attention, medicine, food, and clean water.”

She added that residents faced limited electricity, mined roads and regular military attacks, making the delivery of essential supplies and the evacuation of vulnerable people increasingly difficult. “It was abundantly clear that without my intervention, the possibility to bring humanitarian aid into the city and to evacuate the elderly would be impossible,” she said.

The agreement represents a localised humanitarian arrangement rather than a broader ceasefire between Moscow and Kyiv. The statement did not indicate that the two countries had agreed to suspend military operations elsewhere.
Oleshky is located in southern Ukraine, across the Dnipro River from the city of Kherson. Before Russia’s full-scale invasion, the city had a population of approximately 24,000 people.
The White House statement estimates that between 1,700 and 2,000 residents remain in Oleshky, including around 50 children. Most are believed to be older people who have been unable to leave as the war has continued.
However, the statement acknowledged that no formal demographic count had been conducted in the city since 2022, meaning the current population figures are estimates.
Oleshky has remained close to the front line throughout the conflict, with much of its original population displaced or evacuated. The destruction of the Kakhovka Dam also caused extensive flooding, with approximately 90 per cent of the city’s territory reportedly inundated.
The combination of displacement, damaged infrastructure, restricted access to essential supplies and continued military activity has compounded the challenges facing those who remain.
Melania Trump Coordinates Agreement With Both Nations
The White House said that Melania Trump and her representative worked directly with Russian and Ukrainian leadership to establish the terms of the arrangement.
Acting in what the statement described as her formal role as “Exclusive Intermediary,” the First Lady initiated discussions with both sides and helped align them on the agreement’s objectives, technical procedures, timing and implementation.
Under the proposed arrangements, non-military civilian representatives from Russia and Ukraine will visit residents in their homes to assess their needs and determine the assistance required.

Residents who wish to leave Oleshky will receive coordinated support and transportation to their preferred destinations. Melania Trump said that some civilians might choose to travel to Russia, while others might prefer Ukraine.
The agreement is also expected to include independent media coverage of the process. According to the statement, the First Lady secured an impartial American media organisation for documentation purposes.
“I have also secured an impartial American media organization to accompany and document Russian and Ukrainian teams on the ground throughout the process. This will play a significant role in ensuring that the wishes of each family are faithfully respected.”

The statement did not name the media organisation or provide further operational details about the designated safe passageway, including its precise route or the number of civilians expected to be evacuated.
Previous Child Reunifications Helped Establish Contact
The White House disclosed that the humanitarian situation in Oleshky came to Melania Trump’s attention during a private discussion at her Fostering the Future Together event in New York City, held during the 81st United Nations General Assembly.
Following the discussion, the First Lady and her representative used a communication channel previously established with Russia and Ukraine through efforts to reunite children separated by the war. According to Melania Trump, the earlier initiative had facilitated six reunifications involving 34 children.
She added that both countries promptly appointed teams to coordinate the practical arrangements for the Oleshky operation, including demining, and that the parties had worked continuously since discussions began.
The statement did not provide further details about the identities of the negotiating teams or the specific mechanisms intended to monitor compliance with the ceasefire.
The planned ceasefire, scheduled to begin on October 29, is intended to create a temporary window for humanitarian assistance and voluntary civilian evacuations in Oleshky. Its implementation will depend on the cooperation of both Russia and Ukraine and the ability of the participating teams to operate safely.
While the announcement focuses on the immediate needs of Oleshky’s remaining residents, it does not signal a wider settlement of the war. The proposed arrangement is limited to one city and is intended to address urgent humanitarian concerns amid continuing hostilities elsewhere.
