Mahama Promises Revamp of Tema Oil Refinery Through PPP

President John Dramani Mahama, flag bearer of the National Democratic Congress (NDC)

The former President John Dramani Mahama, flag bearer of the National Democratic Congress (NDC), has underscored his commitment to revitalize the Tema Oil Refinery (TOR) through a strategic joint private-public partnership.

During a recent meeting with key stakeholders in the downstream petroleum sector, including the Association of Oil Marketing Companies, Chamber of Bulk Oil Distribution, Tanker Drivers Union, Chamber of Petroleum Consumers-Ghana, Institute of Energy Security, and other petroleum service providers, Mahama highlighted the critical need for a comprehensive overhaul of the refinery.

“I believe the refinery needs significant attention, and a transparent process for private participation is crucial in bringing the refinery back into operation and running it efficiently. I am dedicated to building the Ghana we all want, and that includes addressing the challenges and opportunities in the downstream petroleum sector.”

President Mahama pointed out that the ongoing issues with the refinery are largely due to its status as a state-owned enterprise, which has led to inefficiencies and underperformance. He argued that a partnership with the private sector would inject much-needed capital, technical expertise, and operational efficiencies into TOR, ultimately making it a profitable and reliable entity.

“I am open to a private-public partnership in revitalizing TOR because I believe that the refinery needs significant attention. A transparent process for private participation is crucial in bringing the refinery back into operation and running it efficiently,” President Mahama stated.

The meeting also covered a comprehensive review of the current state of the petroleum and petroleum-related sectors. Stakeholders shared their perspectives on the operational, financial, and regulatory challenges they face. They also discussed opportunities for growth and improvement, particularly in the areas of supply chain management, regulatory compliance, and market competitiveness.

Mahama’s proposals included specific measures aimed at enhancing the efficiency and productivity of the downstream petroleum sector. These measures are designed to ensure a stable supply of petroleum products, improve pricing mechanisms, and enhance overall sectoral governance. He underscored the importance of building a resilient and self-sufficient petroleum sector as a cornerstone of Ghana’s broader economic development strategy.

The stakeholders welcomed Mahama’s vision, noting that the involvement of the private sector could lead to better management practices, innovation, and financial stability for TOR. They also highlighted the potential positive impacts on employment, local content development, and economic growth.

The proposed revamp of TOR holds significant implications for the downstream petroleum sector in Ghana. A functional and efficient refinery is essential for the country’s energy security, economic growth, and job creation.

By partnering with the private sector, the government aims to attract investment, modernize infrastructure, and enhance operational efficiency, thereby reducing the cost of petroleum products and improving the competitiveness of local industries.

Ghana currently imports approximately 97% of its petroleum products, making it highly vulnerable to fluctuations in global oil prices. This dependence leads to high costs, constant drains on foreign reserves, and challenges in controlling prices and ensuring a stable supply.

By increasing domestic refining capacity through the revitalization of TOR, Ghana can reduce its vulnerability to global oil price fluctuations. A more stable supply of petroleum products can be ensured for the economy and citizens, thereby strengthening energy security.
