Ministry of Health engages leadership of GAVI

Ghana’s commitment to building a resilient immunization program received renewed impetus as the Global Alliance for Vaccines and Immunization (GAVI) engaged the Ministry of Health in high-level discussions.

The meeting aimed at strengthening vaccine support and providing technical assistance to the country’s health sector.

The mission, which forms part of GAVI’s ongoing efforts to assess progress and set strategic priorities for the year 2025, brought together key stakeholders from government, development partners, and civil society organizations.

At the heart of the engagements was a shared vision to ensure sustainable vaccine financing, bolster immunization programs, and address operational bottlenecks hampering Ghana’s health outcomes.

Speaking during the meeting, the Chief Director of the Ministry of Health, Alhaji Hafiz Adam, warmly welcomed the GAVI delegation, acknowledging the Alliance’s critical role in advancing vaccine equity and health security across the country. 

He reaffirmed Ghana’s unwavering commitment to ensuring that every child, regardless of geography or socioeconomic status, has access to life-saving vaccines.

Alhaji Adam was, however, forthright about the challenges ahead. He noted that while Ghana has made notable strides in expanding immunization coverage, sustaining financing remains a significant hurdle. 

He emphasized the urgent need to accelerate initiatives such as the Cold Chain Equipment Optimization Platform (CCEOP) and the Expanded Access to Immunization Financing (EAF) program.

According to him, GAVI’s visit would facilitate important engagements over the next few days, offering an opportunity for collective reflection and renewed commitments.

“These discussions will be crucial for reinforcing Ghana’s commitment to sustainable vaccine financing, tracking progress on GAVI-supported programs, and addressing implementation bottlenecks”.

Acknowledgement of Support

The Minister of Health, Hon. Kwabena Mintah Akandoh, also addressed the gathering, expressing heartfelt gratitude to GAVI for its steadfast support in addressing vaccine inequities, particularly among vulnerable women and children. 

He praised GAVI’s interventions for being pivotal in safeguarding Ghana’s most at-risk populations against vaccine-preventable diseases.

Minister Akandoh highlighted the proactive measures Ghana has taken to prevent vaccine stockouts, a critical issue that has plagued many low- and middle-income countries. 

Despite financial constraints, he emphasized that Ghana remains fully committed to meeting its co-financing obligations under the GAVI framework.

“We recognize the importance of sustainable domestic financing, and we are taking strategic steps to ensure timely payments and uninterrupted immunization services”.

Looking toward the future, Hon. Akandoh revealed that discussions are currently underway to prepare Ghana for a smooth transition from GAVI support. 

Recognizing that donor funding would not be indefinite, he announced that the government, through the Interagency Coordinating Committee (ICC), is developing an Investment Case for Immunization.

This strategic document, he explained, aims to improve vaccine coverage, bolster healthcare infrastructure, and secure long-term, sustainable funding mechanisms.

On the subject of procurement and health system strengthening, the Minister elaborated on critical areas the government is prioritizing. 

These include improving cold chain infrastructure to ensure vaccine potency during transportation and storage, and enhancing disease surveillance systems to detect outbreaks early.

Others include addressing technical challenges such as the underestimation of birth cohorts—a factor that complicates vaccine forecasting and planning.

He further noted that strengthening data systems and capacity building among health workers would be vital to ensuring the gains made in immunization coverage are not only sustained but expanded.

In his closing remarks, Hon. Akandoh stressed the importance of continuous collaboration between Ghana, GAVI, and other global health partners. 

He underscored that partnership, innovation, and mutual accountability would be the cornerstones of achieving universal vaccine coverage and building a resilient health system capable of withstanding future shocks.

GAVI’s mission in Ghana comes at a critical time when global health systems are still grappling with the aftermath of the COVID-19 pandemic, and the need for renewed investments in routine immunizations has become even more urgent. 

The Senior Country Manager for GAVI, Ms. Aichatou Cisse, made a presentation to project the group’s achievement in the provision of vaccine immunisation support for Ghana, financial needs, acknowledging supporting partners and the way forward. 

She indicated that their support for Ghana’s Health Ministry comes in 3 folds, which include health system strengthening, vaccine support and technical assistance.

She expressed the group’s profound gratitude to the ministry for their continued collaboration as well as hosting them for the briefing.

As countries work toward the ambitious targets of the Immunization Agenda 2030, Ghana’s proactive engagement with GAVI signals a strong political will to safeguard the health and well-being of its population, particularly its youngest and most vulnerable citizens.
