EPA, Minerals Commission Lack Resources, Steps Advanced to Address Them- Deputy Lands Minister

The Deputy Minister for Lands and Natural Resources, Hon. Alhaji Yusif Sulemana in a candid acknowledgment, has disclosed the resource constraints faced by the two key regulatory agencies in the mining sector, Environmental Protection Authority (EPA) and the Minerals Commission and a multi-pronged approach to bolster the capacities of these agencies.

During the Deputy Minister’s appearance before the Public Accounts Committee (PAC) on behalf of the Ministry of Lands and Natural Resources, Hon. Sulemana shed light on the alarming challenge of low human resource and infrastructural challenges confronting these agencies.

In addressing these challenges, the Minister revealed that the EPA is making progress in addressing its concern of inadequate human resource.

“EPA is going through some recruitment process, even though they are yet to get clearance, they are picking some contract staff, that I’m aware of, so that they can close up this gap.”

 He expressed optimism that once the Ministry of Finance grants the required clearance, the EPA will be able to conduct a full-scale recruitment to ensure adequate staffing in all the mining districts across the country.

Recognizing the crucial role of the Minerals Commission in regulating and overseeing the mining industry, the Deputy Minister revealed that the agency has undertaken “rigorous investment in infrastructure” to enhance its presence in all the major mining areas.

He emphasised that this strategic move is being executed with a sense of urgency, ensuring that the Minerals Commission can effectively monitor and enforce regulations in the sector.

The Environmental Protection Authority (EPA) and the Minerals Commission are two of the key regulatory bodies responsible for ensuring responsible, sustainable and environmentally friendly mining practices across the country.

The EPA is tasked with assessing the environmental impact of mining operations and enforcing compliance with environmental regulations, while the Minerals Commission is responsible for issuing mining licenses, monitoring activities, and enforcing industry standards.

The Deputy Minister’s statements depict the government’s recognition of the need to strengthen the operational capacities of these agencies.

By prioritizing the recruitment of additional staff and investing in infrastructure, the ministry targets to address the resource constraints that have over the years hampered the EPA and Minerals Commission’s ability to effectively carry out their respective mandates.

 Partnerships and Collaborations

The Minister’s emphasis on the close collaboration between the Ministry of Lands and Natural Resources, the Ministry of Finance, and the regulatory agencies suggests a coordinated approach to have these resource gaps addressed.

This multi-stakeholder engagement involving the Finance Ministry, can help to streamline the clearance process for new hires, ensuring that the EPA and Minerals Commission can swiftly build their needed teams and enhance on-the-ground presence in mining areas.

The strengthening of these agencies, EPA and Minerals Commission’s operational capacities remains crucial in the government’s broader efforts to curb illegal mining and promote responsible mining practices.
