The Minister for Roads and Highways, Hon. Governs Kwame Agbodza, has announced a nationwide intensification of road construction activities slated for the 2026 fiscal year. This strategic scaling up is designed to fulfill President John Dramani Mahama’s infrastructure mandate and address the country’s road deficit following years of fiscal constraints.

Speaking in an interview, the Minister revealed that the government has moved beyond the procurement phase for several major corridors, with resources now fully committed in the national budget to ensure that the vision of a connected Ghana becomes a reality.

“The President has committed to Ghanaians to improving roads across the country. You have heard him whenever he goes to meet stakeholders, talking about the networks to be improved. He has committed resources for these roads to be improved. He made provisions in the budget for the Finance Minister to read.

“My job is to make sure that the vision of the President comes to pass”

According to Hon. Agbodza, the Ministry of Roads and Highways is now pivoting its primary focus toward supervision and quality assurance, ensuring that the massive investments currently being funneled into the sector yield durable results.

The 2026 roadmap includes both the commencement of new projects and the completion of high-traffic arterial routes that serve as the backbone of the Ghanaian economy.

The Minister noted that a significant factor enabling this infrastructure surge is the near-completion of Ghana’s debt restructuring process. He confirmed that the Domestic Debt Exchange Programme (DDEP), which previously caused a stall in several critical projects, is no longer a bottleneck.

Hon. Agbodza cited the Pokuase-Amasaman road and several Sinohydro-funded works as prime examples of projects that have been officially reactivated. The resolution of these financial constraints means that contractors who were previously forced to demobilize are now being recalled to their respective sites with fresh funding.

The Minister also highlighted that work has already resumed on the Ashaiman Roundabout to Atimpoku road, with the contractor successfully drawing down funds to accelerate progress.

Furthermore, the Dome-Ketaase road project, which saw an increase in scope during the hiatus, has been secured with Government of Ghana (GoG) funding to cover the extra costs. This move is seen as a clear signal of the administration’s intent to prioritize infrastructure despite the complexities of the expanded project requirements.

Value For Money

With the core of the planned road projects already awarded, the Ministry is shifting its energy toward monitoring and evaluation.

Hon. Agbodza warned that the government would not tolerate shoddy workmanship, emphasizing that the intensified monitoring units would be deployed to all active sites in 2026. This focus on “value for money” is intended to ensure that the roads constructed under the Mahama administration outlast the initial warranty periods and reduce future maintenance costs for the taxpayer.

The Minister reiterated that the infrastructure drive is not merely about asphalt and concrete but about economic stimulation. By reactivating stalled projects like the Takoradi Interchange and the Pokuase–Amasaman corridor, the government aims to reduce travel time, lower the cost of doing business, and ease the daily burden on commuters.

These projects are expected to reach critical milestones by mid-2026, aligning with the government’s broader “Resetting Agenda” for national development.

As the 2026 construction season begins, the Ministry of Roads and Highways pledged regular updates to the public to maintain transparency. The reactivation of DDEP-affected projects is expected to create thousands of jobs in the construction sector and provide a much-needed boost to local economies.

“Fortunately, the core of the projects has now been awarded. We are now focusing on the consultants to ensure they provide the necessary oversight. The government is committed to paying for the extra scope from Government of Ghana sources where necessary.

“We want to ensure that every cedi spent translates into a better driving experience for Ghanaians. Our goal is to significantly reduce the road infrastructure deficit by the end of this administrative cycle”
