Petroleum Hub Lot One to Employ Over 30,000 Ghanaians

The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Toni Aubynn, has announced that Lot One of the Petroleum Hub project is expected to generate employment for more than 30,000 Ghanaians.

Speaking in an interview, Dr Aubynn revealed that significant job opportunities will emerge during both the construction phase and the early operational stages of the project.

“Employment opportunities will be created during both the construction phase and the initial operational stages of the project, as critical infrastructure will be developed at the hub site in Jomoro, in the Western Region.”

Lot One of the Petroleum Hub project encompasses some of the most ambitious industrial infrastructure planned in Ghana’s downstream petroleum sector.

The package includes the construction of a 300,000 barrels-per-stream-day refinery, 3,000,000 cubic metres of storage tanks, a petrochemical plant, as well as jetty and port facilities to support maritime operations.

These integrated components are expected to require a highly skilled and diverse workforce spanning multiple disciplines. Engineers, technicians, project managers, logistics experts and environmental specialists will all be needed to deliver the project within established timelines and standards.

The refinery alone represents a major undertaking that could significantly enhance Ghana’s domestic refining capacity, while the associated storage and port infrastructure is designed to strengthen the country’s ambition of becoming a regional petroleum and petrochemical hub.

Beyond the immediate construction workforce, the project is projected to generate both direct and indirect employment across a wide range of sectors.

Dr Aubynn noted that opportunities will not be limited to technical roles but will also extend to administrative services, environmental management, supply chain operations and various support services.

The scale of the infrastructure means that thousands of workers will be required at different stages, from site preparation and engineering works to commissioning and operational management.

Indirect employment is also expected to expand along the value chain. Transport operators, catering services, accommodation providers and local suppliers are likely to benefit from increased economic activity linked to the project.

The anticipated employment impact aligns with Ghana’s broader industrialisation agenda, which seeks to leverage large-scale energy infrastructure to drive sustainable economic growth and job creation.

“The Corporation is also prioritising local content and local participation to ensure that Ghanaian companies and professionals play a central role in the delivery and the long-term sustainability of the project.”

This commitment to local content is expected to create opportunities for Ghanaian contractors, consultants and service providers to actively participate in the execution of the hub’s infrastructure components.

By strengthening domestic capacity, the project aims to build technical expertise within the country while reducing reliance on external service providers.

Industry observers view this approach as essential for ensuring that the long-term benefits of the Petroleum Hub remain within Ghana’s economy.

The Petroleum Hub project is part of Ghana’s long-term strategy to position itself as a leading energy and petrochemical centre in West Africa.

By developing refining, storage and port infrastructure at scale, the country aims to enhance energy security, increase value addition and strengthen its role in regional petroleum trade.

Lot One represents a foundational phase of this broader vision. The scale of projected employment and infrastructure development underscores the transformative potential of the initiative.

As preparations advance, the focus remains on mobilising resources, securing partnerships and ensuring that the promised economic benefits are realised.

For Dr Aubynn and the PHDC, the projected creation of more than 30,000 jobs signals not only a milestone for the Petroleum Hub but also a significant opportunity to advance Ghana’s industrial and employment objectives in the years ahead.
