Mr. Iddrisu Mahmoud, GEA DCEO Signs MoU for the INSPIRE Project

The Ghana Enterprises Agency (GEA) has formalised a strategic partnership with E4Impact and Volontariato Internazionale per lo Sviluppo (VIS) to accelerate the professional integration of Ghana’s burgeoning entrepreneurial workforce.

At a high-level signing ceremony in Accra, the CEO of the Ghana Enterprises Agency, Ms. Margaret Ansei, was represented by the Deputy CEO, Mr. Iddrisu Mahmoud, to execute the Memorandum of Understanding (MoU) for the INSPIRE Project.

“This engagement marks a key step in advancing the INSPIRE Project, focused on supporting the professional integration of human resources within Ghana’s entrepreneurial ecosystem.

“The initiative will strengthen the economy and promote decent job creation for youth, women, and persons with disabilities across Greater Accra, Ashanti, Bono, Northern and Western Regions”

According to the Authority, aligning vocational training with actual market demand through this project will create a more resilient and inclusive TVET (Technical and Vocational Education and Training) ecosystem that serves as a primary engine for Ghana’s ongoing economic transformation.

Mr. Iddrisu Mahmoud, speaking on behalf of the GEA leadership, underscored that the INSPIRE Project is not merely a training programme but a “strategic intervention,” designed to bridge the gap between academic theory and industrial practice.

He noted that the partnership reflects a shared commitment to building a responsive entrepreneurial infrastructure that can absorb the thousands of young Ghanaians entering the job market annually.

For the GEA, this engagement is a critical component of the Industrial Transformation Agenda, focusing on the decent job creation mandate that seeks to move citizens from subsistence labor to high-value, sustainable employment.

Multiregional Impact and Inclusive Growth

The geographical scope of the INSPIRE Project is intentionally broad, covering five key economic zones: Greater Accra, Ashanti, Bono, Northern, and Western Regions. This multi-regional strategy ensures that the benefits of the TVET modernization are not centralized in the capital but distributed to the industrial heartlands and agricultural hubs of the country.

By focusing on these regions, the GEA and its partners aim to address localized unemployment and provide “practical skills,” that are relevant to the specific economic activities of each area – whether it be mining in the Western Region or agribusiness in the Bono and Northern Regions.

The project places a heavy emphasis on inclusive growth, specifically targeting persons with disabilities and women, who often face structural barriers to entering the formal workforce. Mr. Mahmoud highlighted that the decent work agenda requires that every Ghanaian, regardless of physical ability or gender, has a pathway to economic independence.

The INSPIRE Project will provide specialized entrepreneurial support and vocational tools that are “tailored to the individual,” ensuring that the human resource development is both equitable and impactful.

An important aspect of the MoU was the “expansion of access to quality technical and vocational education.”

The partnership with E4Impact and VIS brings global expertise in impact entrepreneurship and vocational training to the Ghanaian landscape. This involves more than just teaching a trade, to equipping individuals with the digital literacy, financial management skills, and strategic thinking required to build resilient enterprises.

The GEA is particularly focused on fostering a “TVET Ecosystem” that is responsive to the needs of the 24-Hour Economy. As industries move toward continuous production cycles, the demand for skilled technicians and artisans who can operate in high-efficiency environments is surging.

The INSPIRE Project plans to meet this demand by creating direct pathways to employment through internships, apprenticeships, and direct business incubation. In the current global economic climate, where resilience has become the watchword for any successful enterprise, the partnership reflects a broader vision of economic transformation through the support of small and medium-scale industries. 

According to the GEA, the INSPIRE Project will provide MSMEs with the technical support needed to innovate and adapt to changing market conditions. This includes the adoption of green technologies, digital supply chain management, and enhanced quality standards that allow Ghanaian products to compete under the AfCFTA framework.

Mr. Iddrisu Mahmoud noted that the GEA’s role is to act as a catalyst for growth, providing the institutional framework that allows private sector partners like E4Impact and VIS to deploy their resources effectively.

For the Authority, signing the MoU effectively de-risks the talent pipeline for Ghanaian businesses. Under the leadership of Ms. Margaret Ansei, the Ghana Enterprises Agency has shifted its focus toward strategic alliances that leverage external expertise for national gain, and the MoU with E4Impact and VIS is a testament to this proactive stance.

The GEA reiterated its role as an active “market facilitator,” that identifies gaps in the ecosystem and brings together the necessary partners to fill them.

The Deputy CEO concluded the ceremony by urging the project implementation teams to move with speed and precision, noting that the youth of Ghana cannot wait for protracted bureaucratic processes; they need actionable opportunities today.
