TCDA Deploys CCS Framework To Secure Tema Export Corridor

The Tree Crops Development Authority (TCDA) has signaled a definitive shift toward a more aggressive regulatory posture at Ghana’s primary maritime exit point, with the TCDA leadership, led by Chief Executive Officer Dr. Andy Osei Okrah, moving to integrate the authority’s oversight directly into the national customs workflow.

The visit to Sector Commander Assistant Commissioner Mr. Michael Nelson and Second-in-Command Assistant Commissioner Philip Timbilla at the Tema Collection, was more than a diplomatic courtesy; it was the formal introduction of the Conveyance Certificate System (CCS) as a mandatory hurdle for tree crop exports.

For the TCDA, the port of Tema represents the final choke point where unregulated trade has thrived. Securing the support of the Customs Division of the Ghana Revenue Authority (GRA) is the only way to effectively close the loop on a value chain that has suffered from chronic data gaps and revenue leakages.

The CCS is the digital centerpiece of this strategy, designed to track the movement of crops from the farm gate to the ship’s hull, ensuring that every bag of cashew, shea, or mango leaving the country is accounted for within a formalized legal framework.

The introduction of the Conveyance Certificate System marks a transition from manual, paper-based oversight to a real-time data generation model. During the engagement, Dr. Okrah briefed the Customs leadership on the operational mechanics of the CCS, emphasizing its role in generating granular data across the value chain.

In a sector where off-book trading has made policy planning difficult, the CCS provides the TCDA with the visibility required to map production volumes, track origin points, and monitor the true scale of Ghana’s tree crop wealth.

Assistant Commissioner Michael Nelson’s pledge to support the TCDA was a significant win for the Authority. In the complex environment of the Tema Collection, a regulatory body is only as strong as its enforcement partner.

The TCDA’s alliance with Customs ensures that the CCS is not merely an administrative recommendation but a requirement for clearance. This partnership gives the Authority the teeth needed to streamline the sector and eliminate the grey market exports that bypass official channels.

Stakeholder Anxiety

Recognizing that the introduction of any new layer of documentation can trigger operational friction, the TCDA leadership also convened a stakeholder forum with freight forwarders and exporters at Tema.

This session served as both a training ground and a pressure valve, allowing those on the front lines of the export business to voice their concerns about the CCS. For many exporters, the primary anxiety is that a new certificate might lead to delays in a port already struggling with congestion.

Dr. Okrah and his team used the forum to provide guidance on the CCS, framing it as a tool for protection rather than obstruction. The Authority noted that educating freight forwarders on the long-term benefits of a formalized sector – such as improved market access and higher quality standards – establishes a coalition of compliant actors.

The session highlighted the challenges of the “last mile,” of export, where the digital mandates of the TCDA meet the physical realities of the warehouse and the dockside.

“The session provided further guidance and education on TCDA policies, while offering stakeholders the opportunity to share their opinions, suggestions and challenges. The meeting also featured a delegation from the Ghana Shippers Authority, who shared more insights on collaboration and support for TCDA operations”

Despite the GSA’s role being critical in ensuring that the shipping community understands and adheres to the TCDA’s new directives, the presence of the Ghana Shippers Authority (GSA) at the stakeholder forum underscored the inter-agency nature of this new enforcement regime.

This tripartite alliance between the TCDA, Customs, and the Shippers Authority creates a unified front that leaves little room for non-compliance. It is a strategic pooling of resources meant to sanitize the tree crop sector from the inside out.

The collaboration with the Shippers Authority also provides the TCDA with additional insights into the global demands and standards that Ghanaian exporters must meet. As the CCS generates more accurate data, the TCDA can work with the GSA to better position Ghanaian tree crops in international markets.

Beyond the immediate goal of stopping unregulated exports, the TCDA also noted that it is looking at data as its most valuable long-term asset. The information collected through the CCS will allow the Authority to move away from guesswork and toward evidence-based policy.

For Dr. Okrah, the CCS is a foundational step in creating a transparent, accountable, and high-performing tree crop industry that protects the interests of the state, the farmers, and the legitimate exporters who have long asked for a more organized sector.

As the 2026 export season gains momentum, the Authority plans to use the lessons learned from the Tema Collection to refine its enforcement strategies at other ports and border crossings across the country.
