Mr. Godwin Kudzo Tameklo Esq., the Chief Executive of the National Petroleum Authority (NPA), has spearheaded a renewed charge toward elevating safety protocols within Ghana’s energy landscape.
Addressing industry stakeholders as a Special Guest at the 2026 HSSEQ Week hosted by GOIL PLC, Mr. Tameklo underscored the Authority’s “unwavering commitment” to refining health, safety, security, environment, and quality (HSSEQ) benchmarks.
The event, held at the GOBitumen Terminal in Tema, serves as a pivotal platform for the NPA to align national regulatory goals with the operational realities of the downstream sector.
“He further emphasised that the Authority would continue to provide regulatory guidance and oversight to support companies in achieving the highest standards of compliance and performance.”
NPA

This high-level engagement coincided with the 2026 International Labour Organization (ILO) World Day for Safety and Health, adopting the global theme: “Promoting a PositivePsychosocial Working Environment.”
By integrating this theme into the week-long program, the NPA and GOIL are moving beyond traditional physical safety to address the mental and social well-being of the workforce.
Mr. Tameklo lauded GOIL’s proactive stance in “institutionalizing HSSEQ across its nationwide operations,” suggesting that such corporate leadership acts as a vital “model for the industry” as Ghana transitions toward more complex energy systems. The Authority remains resolute in providing the necessary “regulatory guidance and oversight” to ensure that all players achieve peak compliance.

The Imperative for Advanced Safety in Ghana’s Petroleum Landscape
In the rapidly evolving energy sector of 2026, the need for stringent safety measures has never been more critical.
As Ghana pushes forward with its “24-Hour Economy” initiative, the downstream sector faces increased pressure to maintain round-the-clock operations at refineries, storage depots, and retail outlets.
This expansion necessitates a sophisticated approach to risk management to prevent catastrophic failures.
The NPA has been vocal about addressing specific localized risks, such as fuel tanker accidents and the hazardous trend of fuel siphoning.
By advocating for a “positive psychosocial working environment,” the Authority recognizes that a stressed or fatigued workforce is more prone to errors, making mental health a cornerstone of modern industrial safety.
GOIL’s Leadership and the GOBitumen Terminal Milestone
The selection of the GOBitumen Terminal as the venue for this year’s HSSEQ Week highlights the strategic importance of specialized infrastructure in the country’s industrial growth.

GOIL’s commitment to internalizing HSSEQ protocols across its diverse network sets a high bar for competitor Oil Marketing Companies (OMCs).
Mr. Tameklo emphasized that when market leaders prioritize “the highest standards of compliance and performance,” it creates a ripple effect that strengthens the entire national economy.
This collaboration between the regulator and the state-owned giant demonstrates a unified front in mitigating environmental risks and ensuring that petroleum products meet international quality specifications before reaching the consumer.
Regulatory Oversight and Future Energy Resilience
Looking ahead, the NPA’s strategy involves more than just periodic inspections; it is about building a sustainable “safety culture” that can withstand global supply chain uncertainties.

The Authority’s role as a facilitator of “best practices” ensures that as the sector adopts new technologies and greener transition methods, the safety of the human capital remains the top priority.
Through initiatives like the “Stay Back, Stay Safe” campaign and enhanced technical audits, the NPA is effectively signaling that the future of Ghana’s energy sector is inextricably linked to its ability to manage risks before they escalate into incidents.
This robust oversight is essential for maintaining investor confidence and protecting the integrity of the downstream petroleum market.
