Fraudsters Outwit Banks as GH¢64.5 Million Vanishes

Ghana’s financial sector is facing a troubling fraud recovery crisis after banks and specialised deposit-taking institutions (SDIs) recovered only a small fraction of funds exposed to fraudulent activities in 2025.

Although financial institutions recorded a decline in reported fraud cases, the amount of money successfully retrieved from fraud-related losses remained alarmingly low. The latest Bank of Ghana (BoG) Fraud Report revealed that banks and SDIs recovered just GH¢3.7 million out of a total GH¢68.2 million exposed to fraud during the year.

The recovery figure represents only 5 percent of the total amount at risk, leaving financial institutions with estimated losses of about GH¢64.5 million. The development has intensified concerns over the growing sophistication of fraud schemes and the ability of institutions to reclaim stolen funds after attacks occur.

The figures highlight a major challenge for Ghana’s financial sector, where investments in fraud prevention systems are increasing but recovery mechanisms continue to struggle.

Fraud Cases Decline But Losses Remain Significant

According to the BoG report, fraud incidents recorded by banks and SDIs reduced significantly in 2025 compared with the previous year.

Banks reported a 34 percent decline in fraud cases, dropping from 716 incidents in 2024 to 472 cases in 2025. Similarly, specialised deposit-taking institutions recorded a 47 percent reduction, moving from 344 cases to 182 within the same period.

Despite the decline, the Central Bank warned that a small number of high-value fraud cases continued to expose institutions to substantial financial losses.

One of the biggest contributors to the losses was cash suppression fraud, which accounted for GH¢40.7 million in value at risk within the banking sector. The BoG explained that the sharp increase was largely influenced by a single major fraud incident involving GH¢36 million.

The incident demonstrates how one sophisticated fraud attack can create significant financial damage even when overall fraud numbers appear to be improving.

Digital Finance Expansion Creates New Fraud Threats

While traditional banking fraud cases declined, the broader financial ecosystem experienced increased fraud pressure, particularly from the rapidly expanding digital payments sector.

The BoG reported that total fraud cases across banks, SDIs and Payment Service Providers (PSPs) increased from 16,733 cases in 2024 to 24,778 cases in 2025.

The total value exposed to fraud also increased from GH¢99 million to GH¢101 million during the period under review.

The regulator attributed the increase largely to rising fraud cases within the PSP sector, reflecting the growing risks associated with Ghana’s digital financial transformation.

As mobile money services, online banking platforms and digital payment solutions continue to expand, fraudsters are increasingly adopting sophisticated methods to exploit vulnerabilities within the financial system.

The Central Bank cautioned that the rapid evolution of technology requires constant improvements in cybersecurity, internal controls and customer awareness.

Recovery Challenge Raises Questions Over Fraud Response

The inability of financial institutions to recover a significant portion of lost funds has become a major concern for regulators and industry stakeholders.

The BoG said the low recovery rate shows that while institutions are strengthening prevention and detection measures, retrieving stolen funds after fraud occurs remains a difficult task.

The Central Bank stressed that tackling fraud effectively requires cooperation among financial institutions, law enforcement agencies, regulators and the public.

“Effectively addressing fraud within Ghana’s financial sector demands a unified and sustained effort from all stakeholders (financial institutions, law enforcement agencies, regulatory bodies, and the public).”

The call reflects growing concerns that financial fraud cannot be addressed by banks alone. Stronger collaboration between institutions and state agencies will be essential to improving investigations, tracing stolen funds and prosecuting offenders.

BoG Pushes for Stronger Controls Against Future Risks

The Bank of Ghana has reaffirmed its commitment to improving regulatory oversight and supporting industry-wide initiatives aimed at protecting Ghana’s financial system.

The regulator noted that as digitalisation continues to deepen, fraud risks will become more complex, requiring financial institutions to remain proactive.

“As digitalisation and innovation continue to deepen, the financial landscape becomes increasingly complex and fraud risks continue to evolve, making constant vigilance and strengthened controls necessary.”

Financial institutions are expected to continue investing in advanced monitoring systems, employee training and customer education programmes to reduce exposure to fraud.

Experts believe that improving recovery rates will require not only stronger technology but also faster response mechanisms, better intelligence sharing and improved coordination between banks and investigative authorities.

Ghana’s Financial Sector Faces New Fraud Battle

The latest fraud statistics present a mixed picture for Ghana’s financial industry. On one hand, banks and SDIs have made progress in reducing the number of reported fraud incidents. On the other hand, the huge gap between funds lost and funds recovered reveals a persistent vulnerability.

With billions of cedis increasingly flowing through digital platforms, the battle against fraud is expected to become more challenging.

The GH¢64.5 million loss suffered by financial institutions in 2025 serves as a warning that preventing fraud is only one part of the solution. Strengthening recovery systems and ensuring criminals face consequences will be critical to maintaining confidence in Ghana’s financial sector.

As digital finance continues to expand, the ability of institutions to protect customer funds and recover stolen assets will remain a defining test for the future resilience of the banking industry.
