Government Reallocates GH¢226 Million to Emergency Flood Mitigation Measures

Government reallocated GHS226 million within the budgets of the Ministry of Works and Housing and the Ministry of Water Resources to fund additional flood control measures, following weeks of legal and logistical hurdles that delayed emergency response to the devastating June floods.

Presenting the 2026 Mid-Year Budget Review in Parliament, the Finance Minister, Dr. Cassiel Ato Forson, disclosed that the reallocation came after government’s original plan to draw GHS350 million from the Contingency Fund was blocked by a court order, forcing an alternative route to get relief and mitigation funds moving.

The Minister told the House that the widespread flooding which struck Greater Accra and other parts of the country in June 29 had pushed government to seek Parliamentary approval for emergency financing to respond to the disaster.

“Following the widespread flooding that affected Greater Accra and other parts of the country in June 2026, government sought Parliamentary approval to draw GHS350 million from the Contingency Fund to finance emergency response intervention.”

He confirmed that Parliament’s Finance Committee, acting under Article 177 of the Constitution, approved the request on 30 June 2026, clearing the way for government to access the funds and begin emergency operations in flood-affected communities.

A Court Order Stalls Access to the Funds

Despite securing Parliamentary approval, government hit an unexpected obstacle when it attempted to draw down the money. The Minister explained that the Contingency Fund itself had become entangled in ongoing litigation, effectively freezing access to the very resources meant to support flood victims.

“Government was unable to access the funds because the Contingency Fund was subject to a Garnishee Order issued by the Accra High Court.”

The legal setback meant that, despite the urgency of the humanitarian situation on the ground, government could not immediately tap the approved GHS350 million, forcing officials to find an alternative pathway to fund the response without delay.

Funds Redirected to the Disaster Management Committee

Rather than wait out the court process, government moved swiftly to reroute the money through a different channel. The Minister said the GHS350 million originally earmarked under the Contingency Fund was reallocated from the Ministry of Finance to the Disaster Management Committee under the Ministry of the Interior, the agency responsible for coordinating emergency response on the ground.

“Given the urgency of protecting lives, providing humanitarian relief to affected communities and restoring critical infrastructure, government reallocated the funds to finance the emergency responses.”

He said the decision was driven by the need to act swiftly, given how quickly conditions were deteriorating in the worst-hit areas, and how much was at stake for families whose homes and livelihoods had already been disrupted by the disaster.

A Second Reallocation for Long-Term Flood Control

Beyond the emergency response funding, the Minister announced a separate reallocation aimed at addressing the root causes of the flooding rather than just its immediate aftermath.

He said government had set aside GHS226 million within the existing budgets of the Ministry of Works and Housing and the Ministry of Water Resources specifically for flood control and mitigation infrastructure.

This second tranche of funding is intended to support longer-term interventions designed to reduce the country’s vulnerability to future flooding, distinguishing it from the emergency relief funds channelled through the Disaster Management Committee, which were focused primarily on the immediate humanitarian response.

Taken together, the two reallocations reflect a dual strategy: immediate humanitarian relief for communities already affected, and structural investment aimed at preventing similar destruction in future rainy seasons.

The Minister’s presentation suggested that government views the June flooding not as an isolated event but as a signal requiring both urgent and sustained financial commitment.

Questions Remain Over the Contingency Fund Dispute

While the Minister detailed how government worked around the court-imposed restriction on the Contingency Fund, he did not elaborate in this segment of his presentation on the nature of the underlying litigation or when the Garnishee Order might be lifted.

The unresolved legal dispute leaves open questions about whether government will eventually recover full access to the fund, and what implications the episode may have for future emergency financing decisions requiring rapid disbursement.

Parliament’s approval of the reallocations means the affected ministries and the Disaster Management Committee can now proceed with implementation, though the scale and timeline of specific flood mitigation projects funded under the GHS226 million allocation were not detailed in the Minister’s remarks to the House.
