 Revised Basic School Curriculum Yet to Be Adopted by Government

Government is yet to formally adopt the revised curriculum for Kindergarten to Primary Six developed by the National Council for Curriculum and Assessment (NaCCA), with the proposal currently working its way through a review process before it can take effect.

NaCCA last month presented the proposed revised curriculum to the Minister for Education, Hon. Haruna Iddrisu, for further consideration and input from the Ghana Education Service (GES), marking a key step in what remains an ongoing approval process.

Speaking at the 73rd anniversary celebration of Great Apam Senior High School in the Central Region, Hon. Iddrisu confirmed that the proposed curriculum is presently being reviewed by the Ghana Education Service, which has been tasked with scrutinising the document before it advances to the next stage of approval.

He explained that once the GES completes its review, the proposal will then be submitted to Cabinet for final approval before it can be formally adopted and implemented across the country’s basic schools.

Shift Toward Values, Critical Thinking, and Character

According to the Minister, the proposed curriculum seeks to fundamentally reposition basic education in Ghana by placing greater emphasis on moral values, problem-solving, critical thinking, analytical skills, and character development, areas that have often taken a back seat to rote academic instruction in the current system.

This shift suggests a broader ambition on the part of curriculum planners to move basic education beyond simple content delivery, toward an approach that actively builds the reasoning and ethical grounding of young learners from the earliest stages of schooling.

Beyond the emphasis on values and critical thinking, the revised curriculum will also introduce a range of emerging subject areas at the basic education level, including Artificial Intelligence (AI), Robotics, Science, Technology, Engineering and Mathematics (STEM), electronics, and digital learning.

The inclusion of these subjects reflects a deliberate effort to align Ghana’s basic education system with global technological trends, exposing children to foundational concepts in AI and digital literacy far earlier than has traditionally been the case within the country’s education structure.

Preparing Children to Compete Globally

Hon. Iddrisu explained that the overall changes being proposed are intended to equip Ghanaian children with the knowledge, skills, creativity, and values needed to thrive in the modern world and compete effectively on the global stage.

His remarks position the curriculum revision as part of a broader national effort to modernise the education sector, ensuring that the foundational years of schooling are not left behind as technology and global competitiveness continue to reshape the skills children will need in adulthood.

With the curriculum still awaiting completion of the GES review and subsequent Cabinet approval, its formal adoption and rollout across basic schools remains pending. The Minister’s comments suggest that while government has received and begun engaging with NaCCA’s proposal, a definitive timeline for full implementation has not yet been set.

Education stakeholders, including teachers, curriculum experts, and parents, are likely to watch closely as the review process unfolds, particularly given the scale of change the proposed curriculum represents, from a renewed focus on character formation to the introduction of entirely new technical subject areas at the basic school level.

Part of a Broader Education Reform Push

The ongoing review of the Kindergarten to Primary Six curriculum forms part of a wider conversation within Ghana’s education sector about how best to prepare the country’s youngest learners for a rapidly changing world.

Should the proposal ultimately receive Cabinet approval, it would represent one of the more significant overhauls of basic education content in recent years, reshaping not just what children learn, but how early they are introduced to skills increasingly considered essential in the modern global economy.

For now, the process remains at the review stage, with the Ministry of Education indicating that further steps, including GES’s completed assessment and eventual Cabinet consideration, will determine when and how the revised curriculum is finally rolled out to schools across the country.
