Smuggled Cooking Oil Costs Ghana GH¢50m Monthly as Local Palm Oil Industry Struggles

Local Oil Palm Farmers and Processors are being pushed out of business as Ghana loses an estimated GH¢50 million every month to the smuggling of vegetable oils, a development that is threatening to collapse the local oil palm industry and derail government’s plan to cut down on imported cooking oil.

The surge in illicit imports is crippling local palm oil producers, squeezing the earnings of thousands of farmers and processors, and bleeding the national purse of crucial tax revenue at a time when government is pushing for agricultural transformation.

This was the central concern at a recent oil palm stakeholder engagement organised by the Development Bank Ghana [DBG], where regulators and industry associations painted a worrying picture of an industry under siege from unfair trade practices.

According to the Oil Palm Development Association of Ghana [OPDAG], the country is losing an estimated GH¢50 million every single month to the smuggling of oil palm products. The Association says about 6,000 tonnes of finished edible oil are illegally pushed into the Ghanaian market monthly through unapproved routes.

Speaking at the DBG forum, OPDAG President, Dr. Paul Kwabena Amaning, said the situation has worsened significantly in recent years. He explained that large consignments of vegetable oil are entering the country outside the official import regime, creating a distorted market where legitimate local businesses simply cannot compete.

“Local farmers and processors are finding it extremely difficult to sell their produce because the market is flooded with cheap, unregulated oils that did not go through proper channels.’’

A 150,000 Tonne Deficit Exploited by Illicit Traders

The challenge is compounded by a structural supply gap in the country. Data from the Tree Crops Development Authority [TCDA] shows that while Ghana consumes about 450,000 tonnes of palm oil annually, domestic production is only around 300,000 tonnes.

The remaining 150,000 tonnes must be imported to meet national demand. While this gap legitimately requires imports, stakeholders say it has been hijacked by criminal networks to smuggle in cheaper, often substandard and uncertified products.

OPDAG warns that these smuggled oils compete directly with locally processed oil on the same shelves, but at artificially low prices because they evade import duties, taxes and quality checks. The result is that farmers are unable to secure remunerative prices for their fresh fruit bunches, and local mills are forced to cut production or shut down.

The problem goes beyond economics because many of these products are uncertified, there are serious concerns about quality assurance, food safety and the health implications for consumers.

Regulators Move to Form Joint Enforcement Taskforce

In response to the growing crisis, the Tree Crops Development Authority says it is shifting from isolated regulation to a coordinated, multi-agency crackdown. The TCDA has confirmed that it is intensifying collaboration with other state institutions to clamp down on the illicit trade.

In recent weeks, the Authority has convened key institutional and regulatory stakeholders to establish a joint monitoring and enforcement taskforce.

The proposed taskforce will have a broad mandate to monitor businesses operating in the cooking oil value chain, conduct market inspections, verify product quality and certification, and audit the registration and licensing status of all operators.

TCDA Chief Executive Officer, Dr. Andy Osei Okrah, who has been leading the engagements, admitted that the Authority alone does not have the capacity to police the entire sector.

“We cannot effectively regulate this sector alone. We need stronger cooperation among all the relevant state institutions if we are to succeed,” he said

He stressed that the ultimate objective is twofold, which is to ensure strict compliance with the country’s trade and food safety regulations, while simultaneously shielding the domestic oil palm industry from predatory and unfair competition.

According to him, addressing illicit vegetable oil imports, alongside improving quality assurance and strengthening regulatory enforcement, remain the three most pressing challenges confronting the sector today.

Expansion Drive at Risk

The smuggling menace comes at a critical time when government is betting big on oil palm as a pillar of its agro industrialisation agenda. Under the government’s Feed Ghana Programme, oil palm has been identified as a strategic crop for job creation, import substitution and rural industrialisation.

The programme aims to expand the total area under oil palm cultivation from about 350,000 hectares in 2024 to 375,000 hectares by 2026.Overall fresh fruit bunch production is projected to jump from 2.1 million tonnes to 3 million tonnes within the same period, with crude palm oil production targeted at 448,000 tonnes in 2026.

On paper, the figures show immense potential for oil palm to become a major driver of Ghana’s agricultural and industrial transformation, helping the country reduce its dependence on imported vegetable oils.

However, industry players argue that these ambitious targets will mean little if the local market is not protected. They contend that increased production will only translate into better incomes for farmers and attract new investment into processing if local producers are guaranteed a fair market.

Dr. Okrah disclosed that government is already working on a comprehensive national oil palm policy to address the structural bottlenecks. The policy, he said, is expected to focus on improving productivity at the farm level, enhancing the competitiveness of local processors, and promoting value addition along the entire value chain.
