The Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah (MP), has stated that a stakeholder petition submitted to his outfit aligns with ongoing legislative reforms meant to permanently dismantle speculative licensing in the extractive sector.

In an official address, the Minister revealed that a new mining bill currently before Cabinet introduces strict performance evaluations designed to trigger the mandatory revocation of prospecting licences following non-performance reviews.

This decisive regulatory shift seeks to free up tied-down concessions and grant immediate access to credible, active investors ready to deploy capital.

“To ensure swift execution, the Ministry and the Minerals Commission have nominated representatives to lead coordination for the successful implementation of the project.”

The Ministry aims to create a dynamic, accountable, and transparent framework for managing Ghana’s mineral wealth. For decades, the holding of mineral rights without active exploration a practice known as speculative hoarding has locked up vast tracts of mineral-rich ground across the country, starving local communities of genuine employment and tax revenue.

Under the proposed legal architecture, license holders will no longer be permitted to hold land fallow while waiting to trade titles on international exchanges. Instead, the Minerals Commission will enforce stringent field benchmarks to ensure every concession either yields active exploration work or reverts back to the state portfolio for prospective development.

Eliminating Speculative Hoarding in the Mining Industry

The urgent necessity for these sweeping legislative reforms stems from the destructive economic and operational void created by speculative licensing. When corporate entities acquire prospecting rights solely to inflate their asset balance sheets without executing tangible on-the-ground exploration, it freezes viable geological ground.

Industry checks reveal that this practice drastically slows national mineral inventory discovery, stifles capital inflows, and deprives resource-rich host communities of sustainable socio-economic development.

Furthermore, speculative concession holding directly feeds the rapid spread of illegal mining, locally known as galamsey. Unmonitored, inactive, and abandoned concessions create a governance vacuum that illegal miners quickly exploit, devastating crucial river bodies, arable agricultural land, and pristine forestry reserves.

By instituting mandatory non-performance revocations, the state effectively plugs these regulatory loopholes, replacing passive titleholders with legally compliant operators committed to environmental stewardship and local content development.

Field Inspections and Immediate Administrative Oversight

Following the Minister’s policy declarations, the regulatory body responsible for managing the nation’s mineral rights has committed to immediate operational execution.

Mr. Isaac Tandoh, Chief Executive Officer of the Minerals Commission, confirmed that a specialized technical team will conduct extensive field assessments in the affected area.

This multi-disciplinary team is tasked with scrutinizing the legal status of existing titles, physically inspecting the concessions, and drafting a structured operational framework aimed at advancing the proposed institutional partnership.

To ensure swift execution without administrative delays, both the Ministry of Lands and Natural Resources and the Minerals Commission have nominated dedicated representatives to lead joint coordination efforts.

This task force will directly oversee the seamless implementation of the project on the ground, ensuring that bureaucratic bottlenecks do not derail the transition from inactive titles to structured industrial production.

Socio-Economic Renewal and Environmental Protection

Both government officials and traditional leaders have expressed firm confidence that replacing illegal mining with a structured, large-scale enterprise will safeguard the local environment while delivering transformative economic opportunities.

Traditional authorities in the North East Region have particularly commended the initiative, emphasizing that transitioning from unregulated artisanal activity to formal, large-scale mining provides a dual benefit: restoring degraded ecosystems and generating stable employment for the youth.

By establishing an operational framework rooted in accountability, the government is setting a precedent for resource governance across the country. The strategic collaboration between state regulators, active commercial investors, and local traditional leaders serves as a blueprint for sustainable mining.

As Cabinet reviews the pending bill, industry stakeholders remain optimistic that eliminating speculative licensing will unlock the true economic potential of Ghana’s natural resources, ensuring that mining host communities in the North East Region and beyond finally reap tangible, long-term dividends.
