President John Dramani Mahama has requested GH¢300 million in the 2027 national budget to construct 250 new apartments for police officers, as his government pursues measures to improve personnel welfare and ease congestion in police barracks.
Speaking on Tuesday, October 13, 2026, at the commissioning of a new 85-bed block at the Police Hospital in Accra, the President outlined the proposed housing investment alongside plans to provide additional armoured vehicles and body armour.
President Mahama explained that the proposed apartments were intended to address overcrowding in some police barracks, while the equipment commitments would help improve officers’ protection and operational effectiveness.
“I’ve requested the Minister of Finance to provide 300 million Cedis in the 2027 budget to construct 250 new apartments for the police to ease congestion in some of your barracks”.

The proposal forms part of the government’s broader stated effort to strengthen the Ghana Police Service while improving the welfare of personnel responsible for maintaining public safety.
GH¢300 Million Proposed for 250 Apartments
President Mahama disclosed that he had asked the Minister of Finance to make GH¢300 million available in the 2027 budget for the construction of 250 apartments for police officers.
The proposed allocation is intended to help reduce congestion in some police barracks, where the President acknowledged that accommodation pressures remain a concern. The announcement did not specify the locations for the planned apartments, the intended beneficiaries or the construction timeline beyond the proposed provision in the 2027 budget.
It also did not outline the design, size or distribution of the apartments among police ranks and locations. The proposed expenditure nevertheless places police accommodation among the government’s announced priorities for the coming budget year.
By linking the housing plan to congestion in the barracks, President Mahama presented the investment as a welfare measure intended to improve the living conditions of officers. The construction programme will depend on the budgetary provision and the subsequent arrangements required to deliver the proposed housing units.
Government Plans Additional Armoured Vehicles
Alongside the housing announcement, President Mahama outlined further measures aimed at improving operational safety for police personnel. He recalled that he handed over 50 armoured vehicles to the Ghana Police Service in December 2025 to enhance operations and provide better protection for officers.
The President also announced that a second batch of 40 armoured vehicles was expected to be delivered in the coming weeks. “I’m pleased to announce that a second batch of 40 armoured vehicles is expected to be delivered in the coming weeks,” he stated.
The additional vehicles are intended to build on the earlier delivery and support police operations in circumstances where personnel face security risks. President Mahama did not specify the distribution plan for the second batch or identify the units expected to receive the vehicles.
However, he linked the procurement to the government’s stated objective of enabling the service to perform its duties more safely and effectively. The announcement places the expected delivery within a broader package of measures covering equipment, accommodation and healthcare.
Additional Body Armour Planned for Officers
President Mahama also disclosed that the government was procuring additional body armour for police officers deployed on operational duties. The measure, he explained, would provide further protection for personnel working in situations where they may face physical danger.
The President did not disclose the quantity of body armour being procured, the expected delivery date or the funding assigned to the purchase. His announcement nevertheless underscored the government’s stated intention to combine the provision of vehicles with protective equipment for officers in the field.
Armoured vehicles and body armour address different aspects of operational protection, while the proposed apartments target officers’ living conditions. Together, the commitments outlined in the speech cover equipment and housing needs within the police service.
President Mahama presented these measures as part of the same effort to improve the service’s capacity to protect the public while reducing risks faced by its personnel.
Police Welfare Linked to National Security
The President’s announcement came during the commissioning of the new 85-bed block at the Police Hospital, which he described as an investment in the health and welfare of officers and the hospital’s capacity to serve the public.
In his remarks, President Mahama argued that officers undertake difficult and sometimes dangerous duties, responding to emergencies, confronting violent crime and working long hours to maintain peace in communities.
He maintained that government has a responsibility to support officers when they become injured or unwell and to provide the resources needed for effective policing. The new hospital block, proposed apartments, additional armoured vehicles and body armour formed the main measures he highlighted in support of that objective.
The President also acknowledged the sacrifices made by officers’ families, noting that their support helps personnel carry out their responsibilities. The housing proposal is therefore part of a wider set of commitments focused on working and living conditions, although the announcement did not provide detailed implementation arrangements for all the measures.
Budget Provision Will Be Key to Delivery
The proposed GH¢300 million allocation remains a request for provision in the 2027 budget, rather than confirmation that the funds have already been approved or released. Its implementation will depend on the budget process and the subsequent steps taken to deliver the 250 apartments.
President Mahama did not provide details on procurement, construction phases or completion dates for the housing project. Those details will be necessary to establish how quickly the planned accommodation can help address congestion in police barracks.
The President, however, reaffirmed his government’s commitment to improving the safety and welfare of officers while strengthening the service’s capacity to maintain public security.
The proposed investment adds housing to the government’s announced police support measures, alongside equipment procurement and the expansion of healthcare facilities for personnel and the wider public.
