EC Releases 2024 Voter Register Summary

Electoral Commission of Ghana

The Electoral Commission (EC) has released a summary of the 2024 voter register, aiming to promote transparency and enhance credibility as the nation prepares for the upcoming elections.

In a statement signed by Samuel Tettey, Deputy Chairman of Operations, the Commission provided key figures from the biometric register. 

It was revealed that the total number of registered voters stands at 18,640,811, while 131,478 individuals are categorized as special voters.

According to the EC, Special voters typically include security personnel, election officials, and other designated groups who may vote in advance due to their election-day duties. 

“Voters on Biometric Register refers to Voters who will be biometrically verified on Election Day. 

“Special Voters refer to Voters who have Special Duties on Election Day and for that reason are allowed by law to vote earlier than the Election Day. They Include Security Agencies, Media Personnel, and EC officials”.

The Electoral Commission (EC) further disclosed that there are 1,870 voters who lack biometric data, and the total number of valid voters is 18,774,159.

The Commission further explained that these voters without biometric data are those who registered but whose biometric information was somehow corrupted during the registration process. 

To address this, the EC indicated that, these individuals will be manually verified on Election Day to ensure their eligibility to vote.

Additionally, the EC provided a detailed breakdown of the total valid voter count for the 2024 General Election. 

The figures include 18,640,811 voters with biometric data, 131,478 special voters who are typically security personnel and election officials, and 1,870 voters without biometric data. 

This breakdown ensures transparency and clarity in the voter registration process as the nation prepares for the elections.

EC Reports 33,352 Voters on Exception List, 26,569 on Multiple Lists 

The Electoral Commission also disclosed that the total number of voters on the exception list stands at 33,352, while 26,569 voters have been identified on the multiple lists.

In addition, the statement highlighted that 2,141 voters are listed on the proxy list, and 318,579 voters have been transferred from one registration area to another.

These figures reflect various categories of voters whose status requires further attention or verification as part of the electoral process.

“ Total number of absent voters: 441,173. The total number of Absent Voters should equal the sum of Special Voters plus Transferred Voters. 

“However, a number of Polling Stations were administratively closed, either because they did not meet the minimum voter threshold required for operation or because local communities requested the Commission to close the Polling Stations for legitimate reasons”. 

Electoral Commission (EC)

The Commission clarified that voters from the closed polling stations were transferred to alternative polling stations to ensure they could still participate in the election.

The EC further explained that, as no official register was created for these closed polling stations, an Absent Voters list could not be generated. 

As a result, 884 voters from these stations were inadvertently excluded from the Absent Voters List, potentially affecting their ability to be accounted for in certain voter-related processes.

The EC also emphasized that the records of these voters, including comprehensive details about their movement and transfers to new polling stations, are securely stored in the Voter Management System. 

According to the Commission, this ensures full accountability and transparency throughout the process, allowing for easy tracking of any changes or updates to their registration status.

In addition, the Commission provided a clarification on the calculation of total absent voters. 

According to the EC, the figure is determined by subtracting the 884 voters who were excluded from the Absent Voters List from the sum of special voters and transferred voters. 

This formula ensures accurate representation of voters who are absent on Election Day due to specific circumstances.
