Ablakwa Berates CHRAJ over Lapses in Rev. Kusi-Boateng’s Double Identity Saga

The Member of Parliament for North Tongu Constituency, Hon. Samuel Okudzeto Abakwa has strongly criticised the Commission on Human Rights and Administrative Justice (CHRAJ), accusing the body of failing Ghana in its investigation of the controversial double identity allegations against Rev. Victor Kusi Boateng, also known as Kwabena Adu Gyamfi, the Executive Secretary of the Board of Trustees of the National Cathedral.

The Chairman of Parliament’s Assurances Committee, in a detailed statement, outlined several critical missteps he believes CHRAJ made in its handling of the case. 

The lawmaker’s concerns stem from allegations that Rev. Victor Kusi Boateng, a prominent figure and member of the National Cathedral Board of Trustees, used a second identity, Kwabena Adu Gyamfi, for purposes that he asserted raise serious ethical and legal questions.

“CHRAJ failed to explain how an individual can be appointed to the board of trustees of the National Cathedral as Rev. Victor Kusi Boateng born on 7th September 1971 but is issued a diplomatic passport to perform his official duties in another name, Kwabena Adu Gyamfi with a different date of birth as 30th December 1969?

“(See attached the incorporation documents of the National Cathedral Secretariat stating that Victor Kusi Boateng was born on 7th September 1971 and his diplomatic passport with the name Kwabena Adu Gyamfi born on 30th December 1969)”.

Overlooked GRA Data, Neglect of DVLA and NIA Records 

The National Democratic Congress MP further expressed dismay that CHRAJ failed to consider official records from the Ghana Revenue Authority (GRA), which he submitted as part of his complaint. 

These records, he stated, confirm that Victor Kusi Boateng and Kwabena Adu Gyamfi are registered as separate identities, with differing Taxpayer Identification Numbers (TINs), mothers, and birthdates.

According to Hon. Ablakwa, CHRAJ disregarded records from the Driver and Vehicle Licensing Authority (DVLA), which he said confirmed that a driver’s license was issued to Victor Kusi Boateng under his own name.

He also accused CHRAJ of ignoring data from the National Identification Authority (NIA), which issued a Ghana Card to Rev. Victor Kusi Boateng under the alias Kwabena Adu Gyamfi, thereby affirming the existence of two distinct identities.

Electoral Commission Records Discrepancy and High Court Judgment Ignored

Another significant oversight, according to Hon. Ablakwa, was CHRAJ’s failure to address inconsistencies in Electoral Commission records. He alleged that in 2016, Rev. Kusi Boateng obtained a voter ID in his name, aged 40, only to acquire another ID in 2020 under the name Kwabena Adu Gyamfi, aged 50—an inexplicable 10-year age increase within four years. 

The North Tongu lawmaker reminded CHRAJ of a damning High Court judgment delivered on 13th July 2023, in which Rev. Victor Kusi Boateng/Kwabena Adu Gyamfi’s case against the MP was dismissed. 

He indicated that the judge remarked that the clergyman’s conduct bordered on criminality, and criticized CHRAJ for failing to take this judgment into account.

“It’s most regrettable that CHRAJ appears not to be bothered about damaging its own credibility with this ridiculous whitewash of the criminal double identity scheme of Rev. Victor Kusi Boateng/Kwabena Adu Gyamfi”.

He also dismissed CHRAJ’s finding that Victor Kusi Boateng’s possession of a single passport under the name Kwabena Adu Gyamfi somehow exonerates him. “How does CHRAJ’s claim clear the double identity champion? Desperate propagandists must respect the intelligence of Ghanaians,” Hon. Ablakwa charged.

Concluding his statement, Hon. Ablakwa reaffirmed his belief in the eventual triumph of truth and accountability, declaring, “No one can suppress the truth and win. Truth stands!” 

He called on Ghanaians to demand higher standards of accountability from public institutions like CHRAJ, emphasizing his commitment to pursuing the matter in the interest of justice and national integrity.
