Ministerial Delegation Inspect Jamestown Fishing Harbour

The government’s commitment to reinvigorating the blue economy reached a critical milestone recently, as a high-powered inter-ministerial delegation descended upon the Jamestown Fishing Harbour to repair decaying infrastructure and restore the dignity of Ghana’s traditional fishing communities, through targeted Industrialization and modern logistical support.

According to the Ministry of Fisheries and Aquaculture Development (MoFAD), the working visit, led by the Minister for Fisheries and Aquaculture Development, Hon. Emelia Arthur, and the Minister for Transport, Hon. Joseph Bukari Nikpe, served as a comprehensive operational audit of one of Accra’s most vital maritime assets. The inspection was a cornerstone of the government’s “Reset Agenda.”

Accompanying the sector ministers were Deputy Minister for Transport Hon. Dorcas Affo-Toffey, Deputy Minister for Trade, Agribusiness and Industry Hon. Sampson Ahi, and the Chief Director of the Ministry of Transport, William Kartey.

The presence of the Trade and Agribusiness leadership underscored the government’s intent to treat the fisheries sector not merely as a subsistence activity, but as a sophisticated value chain requiring industrial-scale intervention.

MoFAD noted that the delegation was hosted by the Director-General of the Ghana Ports and Harbours Authority (GPHA), Major-General Paul Seidu Tanye-Kulono, whose technical team provided a granular briefing on the structural challenges hindering the harbour’s performance.

The primary focus of the tour was the “breakwater” and the urgent need for dredging – technical requirements that determine the safety and capacity of the harbour. For years, siltation and damaged sea walls have restricted the movement of artisanal vessels, often forcing fishermen to navigate hazardous conditions to land their catch.

The Administration aims to reduce the physical risks to fishermen and improve the overall turnaround time for vessels, by addressing these foundational maritime issues. This is a critical prerequisite for the 24-hour economy vision, which requires safe, well-lit, and accessible ports at all hours of the day and night.

Equally pressing was the state of the “post-harvest” infrastructure. The ministers conducted a detailed tour of the cold storage facilities, the fish market, and the processing centers, observing that in the current climate, a significant percentage of the national catch is lost due to inadequate refrigeration and poor handling.

By rehabilitating the Jamestown cold stores, the government is effectively providing a “buffer” for the market, allowing fishmongers and traders to store surplus catch during bumper seasons and stabilize prices for the consumer. This alignment further ensures that the “protein needs of the nation are met through domestic production rather than expensive imports.”

Fisheries Value Chain

MoFAD added that the visit was not merely a technical survey as it also involved deep engagement with the traditional leadership of the Jamestown fishing community. Nii Abeo Kyerekwandah and Nii Englishi provided the ministers with a candid assessment of the daily struggles faced by their people, from water supply shortages to the lack of modern processing equipment.

This bottom-up approach to policy-making ensured that the proposed interventions – such as the modernization of the fish market – are tailored to the actual needs of the people who use them. The Ministry of Trade, Agribusiness and Industry, represented by Hon. Sampson Ahi, was particularly interested in the “processing” aspect of the Jamestown reset.

The goal is to move beyond the sale of raw fish toward value-added products like canned, smoked, and frozen fillets by upgrading the fish processing center. He also noted plans of creating a localized industrial hub that can provide sustainable employment for women and youth in the community.

This focus on Industrialization within the artisanal sector is designed to transform Jamestown from a traditional landing site into a modern economic engine.

Strategic Security and Economic Resilience

Beyond the immediate economic gains, the revitalization of the Jamestown Fishing Harbour is a matter of national security. As the Administration seeks to secure Ghana’s maritime borders and enhance security at landing sites, a functional, well-monitored harbour acts as a deterrent to illegal activities.

The Minister for Fisheries, Hon. Emelia Arthur, emphasized that a “well-organized” harbour allows for better regulation of fishing practices, ensuring that the nation’s marine resources are harvested sustainably for future generations.

The Chief Director of the Ministry of Transport, William Kartey, and the GPHA management were tasked with drafting the technical roadmap for the rehabilitation works, which will include a phased approach to dredging and the repair of the breakwater to ensure minimal disruption to current fishing activities.

As these works commence, the Jamestown Fishing Harbour will serve as a pilot for similar interventions across other coastal districts, proving that the government’s reset is a nationwide commitment to leaving no community behind.

The successful inspection of Jamestown signals a new era of inter-agency cooperation. Bringing together Transport, Fisheries, and Trade, has broken the “silo” mentality that often stalls large-scale infrastructure projects, according to MoFAD.

The unified front presented by Hon. Emelia Arthur and Hon. Joseph Bukari Nikpe demonstrates a clear, coherent strategy: infrastructure is the foundation, but economic livelihood is the goal. As the 2026 fiscal year progresses, the Jamestown project will be closely watched as a bellwether for the government’s ability to deliver on its promises to the “informal” but essential sectors of the economy.

If the harbour can be successfully modernized, it will not only secure the livelihoods of thousands in the Bosomtwe and Accra areas but also contribute significantly to the national GDP.
