MoGCSP Moves to Build Modern Shelter Facility

The Ministry of Gender, Children and Social Protection has taken a significant step toward strengthening Ghana’s social protection system with the presentation of a proposed model shelter design aimed at supporting vulnerable populations across the country.

The proposal, presented by the Public Works Department, outlines a modern, purpose-built shelter facility designed to provide safety, dignity, and comprehensive care for individuals affected by abuse, trafficking, and other forms of vulnerability. The presentation forms part of broader government efforts to improve infrastructure for gender-based violence response and social protection, in line with national policy priorities and long-term development goals.

The initiative also reflects a growing recognition of the need for structured, well-resourced shelters as part of Ghana’s response to social challenges, including human trafficking, domestic abuse, and child protection concerns. Ghana has already made progress in this area, including the establishment of shelters and transit centres that have supported hundreds of victims in recent years.

Government Pushes Integrated Shelter System For Vulnerable Groups

During the presentation, officials explained that the proposed facility is designed to function as a comprehensive shelter that integrates multiple support services within a single location.The design aligns with the government’s vision to adopt a “one-stop centre” model, where survivors of abuse and vulnerable individuals can access medical care, psychosocial support, and case management services without moving between multiple institutions.

This approach is expected to reduce the burden on victims, improve coordination among service providers, and enhance the overall effectiveness of intervention systems. The move also supports ongoing national efforts to strengthen social protection mechanisms and improve access to services for vulnerable populations, including women, children, and persons with disabilities.

According to officials, such integrated systems are essential for ensuring that victims receive timely and holistic care, particularly in emergency situations.

Facility Design Prioritises Safety, Accessibility

Details of the proposed design indicate that the shelter will include separate residential blocks for adult males, adult females, and children, ensuring appropriate accommodation and safeguarding for different categories of residents.The layout also features a dedicated children’s play area, recognising the importance of creating safe and supportive environments for young residents.

A central kitchen facility and storage areas have been incorporated into the design to support efficient food preparation and management within the shelter.Additionally, the facility will include a mini clinic equipped with treatment and recovery areas to address the health needs of residents.

Officials noted that the structures will consist of a mix of single-storey and two-storey buildings designed with accessibility in mind, particularly for persons living with disabilities.The emphasis on accessibility and functionality reflects broader government commitments to inclusive development and equitable access to public services.

Minister Welcomes Proposal

The Minister for Gender, Children and Social Protection, Agnes Naa Momo Lartey, together with her technical advisors, welcomed the proposal and provided feedback on key aspects of the design.The Minister’s response signals government support for expanding shelter infrastructure as part of efforts to protect vulnerable individuals and strengthen institutional response systems.

Her leadership at the Ministry has been characterised by a focus on social inclusion, gender equality, and protection of at-risk populations, with ongoing initiatives aimed at improving service delivery across the sector. Government has also previously indicated plans to expand shelter facilities nationwide to ensure broader access to protection services across all regions.

Regional Model with Wider Impact

Officials involved in the presentation noted that the proposed shelter has the potential to become one of the first comprehensive, integrated facilities of its kind in West Africa.Drawing on both local experiences and international best practices, the design aims to set a new standard for shelter infrastructure and service delivery in the region.

Experts believe that such facilities could play a critical role in strengthening Ghana’s response to human trafficking and gender-based violence, which continue to pose challenges across the sub-region.

Existing efforts, including transit shelters and rehabilitation centres, have already demonstrated the impact of structured support systems in helping victims recover and reintegrate into society. The proposed facility is therefore expected to build on these successes while addressing gaps in infrastructure, coordination, and service accessibility.

Strengthening Social Protection Systems

The development of modern shelter infrastructure is part of a broader national agenda to enhance social protection systems and build resilience among vulnerable populations.Recent initiatives by the Ministry have focused on strengthening policy frameworks, improving institutional coordination, and expanding support services to respond to emerging social challenges.

Stakeholders say investments in infrastructure such as shelters are critical to ensuring that policies translate into real, measurable outcomes for individuals in need.The proposed shelter project represents a practical step toward achieving these goals, offering a structured and sustainable solution to long-standing gaps in Ghana’s social protection system.

As consultations continue, the project is expected to undergo further refinement to ensure that it meets both national standards and international best practices.Once implemented, the facility could significantly improve the quality of care available to vulnerable populations while reinforcing Ghana’s commitment to protecting human dignity and promoting social justice
