The NPP Communications Member, Kwadwo Poku has raised serious questions about intelligence gathering in Ghana following the interception of 320 kilograms of methamphetamine in Australia from a shipment declared as charcoal originating from Ghana. He argued that weaknesses within national security operations continue to undermine the country’s ability to tackle organised narcotics trafficking.

Mr. Poku stated that intelligence work in Ghana has drifted away from its core purpose, making security operatives too visible within communities. The NPP Communications Team Member observed that intelligence officers should operate discreetly to gather useful information instead of openly identifying themselves.

Discussing the issue, he noted that many intelligence operatives make their identities known to the public, which weakens surveillance efforts. He said effective intelligence gathering depends on anonymity,  observation and strategic reporting.

“Intelligence officers are supposed to mingle with society without drawing attention to themselves. They should be unseen and gather information quietly before reporting to the centre. Once everybody knows who they are, the purpose of intelligence work is weakened. That makes it harder to detect criminal activity before it happens.”

An important dimension of his argument focused on alleged institutional complicity in criminal operations. Mr. Poku suggested that some individuals tasked with fighting narcotics may themselves become compromised through collaboration with traffickers.

Additionally, he cited past incidents involving the former Narcotics Control Board, airport security and the Ghana Ports and Harbours Authority as examples of systemic weaknesses. He also referenced the notorious MV Benjamin cocaine case, which remains one of Ghana’s most high profile drug trafficking scandals.

Mr. Poku stressed that uncertainty surrounding whether trafficking has reduced or simply become harder to detect remains troubling. He warned that unresolved weaknesses in enforcement continue to create opportunities for criminal networks.

Furthermore, he linked these security lapses to Ghana’s international reputation. He observed that fraud related activities and transnational crime increasingly affect how Ghanaian financial instruments and identities are treated abroad.

He cited restrictions involving Ghana issued Visa cards on some international platforms as a worrying sign. The NPP Communications Team Member added that such developments reveal the reputational cost of unchecked criminal activity.

Mr. Poku urged authorities to strengthen institutional discipline and rebuild public trust in national security systems. He emphasised that the growing sophistication of drug trafficking demands equally sophisticated intelligence operations.

Institutional Gaps Exposed as Drug Trafficking Persists

The interception of narcotics in Australia renewed scrutiny over Ghana’s security institutions and border control systems. Mr. Poku argued that the methamphetamine shipment exposed persistent structural weaknesses across enforcement agencies.

He noted that the drugs left Ghana concealed in charcoal containers before being intercepted overseas. The NPP Communications Team Member said the successful export of such a consignment raises difficult questions about surveillance at ports and cargo checkpoints.

He stressed that narcotics trafficking is one of the country’s enduring institutional challenges. In his assessment, Ghana has established multiple agencies to combat the menace, yet enforcement gaps continue to surface.

“This narcotics issue has always been one of our major institutional challenges. We keep building institutions to solve these problems, yet those same institutions often become part of the difficulty. That is why enforcement keeps facing serious setbacks.”

 Mr. Poku argued that professionalism in enforcement often falls short of what intelligence work requires. To illustrate his point, he recounted a personal experience at the airport involving officers from the narcotics control unit. He said the encounter left him questioning operational methods and officer conduct.

According to Mr. Poku, an officer publicly called him aside after he had completed security procedures and entered the duty free area. He remarked that such an approach lacked discretion and failed to inspire confidence in professional intelligence work.

“Security work requires tact and smart engagement with the public. If an officer needs to engage someone, the approach should demonstrate professionalism and intelligence. That level of discipline strengthens confidence in security operations.”

Moreover, he argued that intelligence gathering should prioritise subtle observation over overt confrontation. He added that public facing enforcement requires skill, composure and strategic judgement.

Mr. Poku noted that effective reform will require stronger accountability and better operational training across agencies. He further urged government to treat organised drug trafficking as a national priority requiring sustained intervention.
