The Akuapem South Municipal Assembly is strengthening development control measures as construction activity increases across the municipality. The initiative is focused on ensuring that developers comply with approved planning requirements while protecting areas identified as environmentally sensitive.
The Municipal Chief Executive, Honourable Paul Osae Offei, said the Assembly has established a dedicated task force to support the Works Department in monitoring construction activities. The task force is expected to check whether developers have obtained the necessary permits and whether ongoing projects conform to approved plans.

The move follows growing pressure on the municipality’s development control officers as residential and commercial construction expands. Honourable Offei said the increased activity requires stronger field supervision to ensure that development takes place within the established planning framework.
The Assembly intensified its enforcement activities in July, with the MCE personally joining some inspection teams. He said the exercise provided a clearer picture of development activities across the municipality and produced results that encouraged the Assembly to maintain the strengthened approach.
To support the work of building control officers, the Assembly has also procured a new pickup using internally generated funds. The vehicle is expected to improve access to construction sites and allow officers to conduct inspections more frequently across different parts of the municipality.
Environmental protection forms another key part of the Assembly’s plans. Some areas within Akuapem South have been identified as green zones where development may not be appropriate under existing planning arrangements. The Assembly is therefore preparing a rezoning exercise to clearly identify areas that should remain protected.
Honourable Offei said the municipality’s geographical setting makes careful land management particularly important. With Akuapem South experiencing pressure from both rural and urban development, the Assembly wants to ensure that growth does not result in the loss of environmentally important areas.
The proposed rezoning is also expected to provide clearer information to property owners and developers about where construction can take place. It would help guide future planning decisions and prevent building permits from being issued for locations designated as green zones.
The Assembly is also seeking to make the permit process more predictable for developers. According to the MCE, applicants will receive decisions on their planning applications within 30 days, provided the necessary requirements have been met.
The combined approach is intended to create a more organised development process in Akuapem South. While developers will be expected to comply with planning regulations, the Assembly is also strengthening the resources and systems available to officers responsible for enforcing them.
Stronger Monitoring Targets Orderly Growth Across Akuapem South
The Akuapem South Municipal Assembly is placing greater emphasis on development monitoring as the municipality experiences continued growth in residential and commercial construction.
The Assembly’s approach brings together enforcement, improved logistics and environmental planning. Through closer supervision of construction sites, officials are seeking to ensure that development follows approved plans and that land is used in accordance with municipal planning requirements.

As communities expand and demand for housing and commercial space increases, planning authorities must manage competing demands for land while preserving areas that contribute to the municipality’s environmental character.
The Assembly’s investment in a new vehicle for the building control department is expected to support this work. With improved mobility, officers will be better positioned to visit construction sites, monitor ongoing projects and respond to development activities across the municipality.
The MCE also indicated that the Assembly wants to improve the experience of developers who follow the required procedures. A commitment to provide decisions on planning applications within 30 days is intended to give applicants greater certainty and reduce unnecessary delays in the approval process.
The measures therefore place responsibility on both the Assembly and developers. While officials are working to improve monitoring and administrative processes, property owners and developers are expected to secure the appropriate approvals before construction begins and adhere to the conditions attached to their permits.
