BoG Unveils 2030 Treasury Bond for Fresh Investment

The Bank of Ghana (BoG) has announced the launch of a new four-year cedi-denominated Treasury Bond, giving investors another major opportunity to position themselves in Ghana’s domestic capital market.

The new instrument, which is scheduled to mature in 2030, will open for bids on Tuesday, September 1, 2026, as the government seeks to mobilise funds from investors.

The bond issuance comes at a time when investor attention remains firmly focused on Ghana’s domestic debt market, with yields, inflation, currency movements and government financing needs continuing to shape investment decisions.

According to BoG Notice No. BG/FMD/2026/43, the instrument will be issued as a senior unsecured obligation of the Republic of Ghana and is expected to be listed on the Ghana Stock Exchange.

Book-Build Opens September 1

The book-building exercise is scheduled to begin at 9 a.m. on Tuesday, September 1, 2026.

Unlike conventional fixed-rate Treasury auctions where a predetermined coupon is announced before investors submit their bids, the new bond will be priced through a book-build process.

Under this arrangement, investors will submit bids based on the yield they are willing to accept.

The initial pricing guidance will be released when the book-build opens, while revised and final pricing guidance may be issued as the process develops.

The books are expected to close at approximately 3 p.m. on Thursday, September 3.

Final pricing and allocation will then take place on Monday, September 7, which will also serve as the settlement and issue date.

The structure could make the book-build particularly important for investors seeking to assess where the market is willing to price Ghana’s medium-term government debt.

Investors Face GH¢50,000 Minimum Entry

The government has set the minimum bid for the new Treasury Bond at GH¢50,000.

Additional bids must be submitted in multiples of GH¢1,000, providing investors with a clearly defined entry structure.

Although the face value of each bond denomination is GH¢1, the minimum investment requirement means participation will primarily appeal to institutional investors, high-net-worth individuals and other investors with sufficient capital to meet the threshold.

The bond will be marketed primarily to resident investors. However, non-resident investors will also be permitted to participate.

This wider investor base could potentially increase demand during the book-building process, depending on market conditions and the yields offered.

Single Clearing Yield Could Intensify Competition

One of the most closely watched features of the issuance is the pricing mechanism.

The BoG has indicated that successful bids will clear at a single clearing level. Where the issue is oversubscribed, discretionary allocation may be applied at that clearing level.

This means investors will need to carefully consider the yields attached to their bids.

Submitting an excessively low yield could make a bid less attractive from an allocation perspective, while demanding a significantly higher yield could increase the potential cost of borrowing for the government if accepted.

The book-build therefore places considerable emphasis on investor expectations about inflation, interest rates, the cedi and Ghana’s broader fiscal outlook.

Bond Comes With Bullet Repayment

The new instrument will be structured with a bullet repayment arrangement.

Under this structure, the principal will not be gradually amortised throughout the life of the bond. Instead, the principal is scheduled to be repaid when the bond reaches maturity in 2030.

For investors, the arrangement provides a clearly defined maturity date and repayment structure.

For the government, however, bullet repayment means a substantial principal obligation will become due at maturity, making effective debt management and refinancing planning critical as the maturity date approaches.

The bond will also be a senior unsecured obligation backed by the Republic of Ghana.

Six Institutions Named as Bond Specialists

The transaction will involve six institutions that have been identified as active bond market specialists.

They are Absa, CalBank, Fincap, GCB, OA and St.

These institutions are expected to play an important role in facilitating investor participation and supporting the bond issuance process.

Their involvement could also help improve market access and provide investors with channels through which bids can be submitted and investment information obtained.

GSE Listing Adds Another Attraction

The new Treasury Bond is expected to be listed on the Ghana Stock Exchange, potentially creating an additional avenue for investors to trade the security after issuance.

A listing could improve visibility and provide investors with greater flexibility in managing their holdings, subject to prevailing market liquidity and trading conditions.

For investors considering the bond as part of a broader fixed-income portfolio, the combination of a four-year maturity, cedi denomination and potential secondary-market listing could make the instrument an important addition to the domestic investment landscape.

September 1 Becomes a Key Date

With the book-build set to begin on September 1, investors now have a limited window to assess the pricing guidance and determine their bidding strategies.

The September 3 book closure will provide the market with a clearer indication of demand, while the September 7 settlement and issue date will formally complete the transaction.

The new bond is therefore set to command significant attention across Ghana’s financial markets as investors weigh potential returns against the risks associated with medium-term government securities.

As the government turns to the domestic capital market for funding, the success of the issuance could provide an important signal about investor confidence, prevailing yield expectations and appetite for Ghanaian government debt.
