NPA Sets October Fuel Floors As Diesel Benchmark Hits GH¢17.09

The National Petroleum Authority (NPA) has set a minimum ex-pump price of GH¢17.09 per litre for diesel and GH¢16.09 for petrol for the second half of October, establishing new pricing benchmarks as households and businesses continue to monitor the cost of fuel.

The floors, announced in a notice, take effect from October 16 to October 31, 2026, under Ghana’s Petroleum Product Pricing Guidelines (PPPG).

The directive requires Oil Marketing Companies (OMCs) and LPG Marketing Companies (LPGMCs) to comply with the prescribed minimum prices during the period.

However, the announced figures do not necessarily represent the prices consumers will pay at filling stations.

The NPA has excluded several components of the petroleum supply chain from the floors, leaving companies to determine those charges and margins independently in accordance with the guidelines.

That distinction is important because the minimum price is only one part of the retail pricing structure. The final amount paid by motorists and other consumers can be higher, depending on the additional costs incorporated by suppliers and marketers.

The NPA’s latest notice therefore does more than establish a set of prices for the remainder of October. It also highlights the difference between the regulator’s minimum benchmarks and the final cost of petroleum products in the domestic market.

Price Floors Leave Room For Higher Pump Prices

Under the latest schedule, petrol has a minimum price of GH¢16.09 per litre, while diesel is set at GH¢17.09 per litre. Liquefied petroleum gas (LPG) has a floor of GH¢13.87 per kilogramme, local marine gas oil is set at GH¢17.20 per litre, and kerosene at GH¢17.45 per litre.

The NPA clarified that the announced floors exclude premiums charged by International Oil Trading Companies (IOTCs), the operating margins of Bulk Import, Distribution and Export Companies (BIDECs), and the margins of OMCs and LPGMCs.

“The price floors exclude the premiums charged by International Oil Trading Companies (IOTCs) and the operating margins of BIDECs, as well as the Marketers’ and Dealers’ Margins of OMCs/LPGMCs. These will be independently determined by the companies as pertains under the PPPG.”

The exclusion means the published figures cannot be used on their own to determine the final retail price at every outlet. Instead, they establish the minimum benchmark while leaving the specified components to be determined by the companies involved.

For consumers, this creates an important distinction when comparing prices between filling stations. A retailer selling above the floor is not necessarily charging the same price as its competitors, because the final price may reflect different costs and margins.

The notice does not state that all marketers must sell at the minimum price. Nor does it provide a breakdown of the excluded components for each product.

The extent to which the floors translate into actual pump prices will therefore become clearer through the prices posted by individual marketers once the new window takes effect.

Diesel Costs Carry Wider Economic Implications

Diesel is particularly important to Ghana’s economy because it powers much of the country’s commercial transport, freight movement, construction equipment, mining machinery and agricultural operations.

As a result, the price businesses pay for diesel can influence costs well beyond the filling station. Transport operators face fuel expenses directly, while businesses that depend on road freight or fuel-powered equipment may also experience changes in their operating costs.

Where those costs rise, businesses must decide whether to absorb them, reduce other expenditure or pass some of the increase on to customers. The eventual effect on prices depends on the scale of the cost change and the ability of firms to accommodate it.

The GH¢17.09-per-litre floor is therefore a relevant benchmark for operators planning their fuel expenditure for the second half of October. It should not, however, be interpreted as confirmation that diesel will be sold at that price across the country.

The NPA notice does not identify the specific factors behind the latest benchmark or quantify the effect on transport fares, inflation or business operating costs. Any assessment of those outcomes would require additional information about actual retail prices and the costs facing businesses.

LPG Pricing Matters For Household Budgets

The new minimum price for LPG is GH¢13.87 per kilogramme, placing the cooking fuel within the same pricing window as petrol and diesel.

LPG Storage

LPG is an important household energy source, making its retail price particularly relevant to families that depend on it for cooking. The cost of refilling a cylinder will depend on the quantity purchased and the price charged by the retailer.

Although the floor provides a regulatory reference point, it does not guarantee that households will obtain LPG at GH¢13.87 per kilogramme. The additional charges and margins excluded from the benchmark can affect the final amount consumers pay.

This distinction matters when assessing affordability. A minimum price may help establish a common regulatory baseline, but it does not, by itself, reveal the full cost of obtaining fuel or how that cost varies across outlets.

The same principle applies to kerosene and marine gas oil, for which the NPA has announced floors of GH¢17.45 and GH¢17.20 per litre, respectively. The notice establishes the applicable benchmarks but does not provide a separate explanation for the prices set for each product.

International Supply Costs Remain Part Of The Picture

Ghana’s petroleum market is influenced by costs across the international supply chain as well as domestic pricing arrangements. International product prices, foreign-exchange movements and charges incurred in bringing petroleum products into the country can affect the cost of supplying the market.

Global Markets

Those factors are relevant when analysing fuel affordability, but the latest NPA notice does not specify which market developments informed the October 16–31 floors. It would therefore be premature to attribute the announced prices to a particular movement in global oil prices or the cedi without further evidence.

The regulator’s statement instead focuses on the applicable minimum prices and the components excluded from them. It leaves the specified premiums and operating margins to be determined by the relevant companies under the PPPG.

That makes the publication of the floors an important reference for the pricing period, but not a complete account of the forces shaping the cost of fuel in Ghana.

Compliance Will Be Tested At The Retail Level

The NPA has directed OMCs and LPGMCs to comply with the announced minimum prices during the second half of October. The new window begins on October 16 and ends on October 31.

The practical test will be how the benchmarks are reflected in prices offered to consumers and whether marketers comply with the minimum requirements while determining the other components permitted under the guidelines.

For motorists, households and businesses, the figures provide a starting point for monitoring fuel costs over the period. For regulators, the distinction between minimum floors and final selling prices remains central to understanding how the pricing framework operates in practice.

The latest notice sets minimum benchmarks of GH¢16.09 per litre for petrol, GH¢17.09 for diesel, GH¢13.87 per kilogramme for LPG, GH¢17.20 per litre for local marine gas oil and GH¢17.45 per litre for kerosene.

The key question is not simply what the NPA has set as the minimum price, but how the excluded costs and margins shape the final amount consumers pay. Until those retail prices are established, the floors alone cannot show the full cost of fuel to Ghanaian households and businesses.
