The National Petroleum Authority (NPA) is exploring a partnership with the University of Mines and Technology (UMaT) to strengthen technical expertise, improve industry training and connect academic research more directly to Ghana’s downstream petroleum sector.

The discussions, held on Tuesday, October 20, 2026, centred on potential internship placements for students, specialised training and secondment opportunities for lecturers, and the possible inclusion of UMaT in the NPA’s proposed Centre of Excellence.

While the engagement signals interest in closer cooperation between the regulator and academia, its practical value will depend on whether the discussions translate into a formal arrangement with defined programmes, resources and measurable outcomes.

For an industry responsible for regulating petroleum product quality, monitoring market activities and overseeing downstream operations, stronger links with technical institutions could help develop the specialised skills needed to address emerging operational and regulatory challenges.

From Academic Knowledge to Industry Practice

The NPA’s Chief Executive Officer, Godwin Kudzo Tameklo, said academic institutions could contribute to the sector by developing innovative approaches to existing industry challenges.

“We would want to continue the engagement with academia because we strongly believe that it will propel the downstream industry, because what academia does is to come up with innovative ways of doing things,”

His remarks place research and innovation at the centre of the proposed collaboration. However, the extent to which academic work improves downstream petroleum operations will depend on how effectively research findings are incorporated into industry practices and regulatory decisions.

UMaT’s technical and petroleum-related expertise could provide a foundation for research into operational efficiency, petroleum product handling, safety standards and other areas relevant to downstream activities.

Such cooperation could also help the NPA draw on specialised knowledge when assessing technical issues within the market.

The opportunity is not limited to research. Closer engagement could give students exposure to the regulatory environment and the practical demands of the petroleum industry before entering the workforce.

Internship Proposal Opens Path to Practical Training

Mr. Tameklo indicated that the Authority would consider offering internship opportunities to UMaT students, particularly within its technical departments.

“The Authority will also be looking at the possibility of offering some students of the University internship opportunities in some of the technical departments of the NPA, because sometimes it is good for the students to have first-hand opportunity to experience things for themselves,”

The proposal could help address a gap between academic preparation and workplace experience by allowing students to observe how technical knowledge is applied within a petroleum regulatory institution.

For students, exposure to the NPA could provide insight into the processes behind industry monitoring, technical assessments and regulatory oversight.

For the Authority, structured placements could create an opportunity to identify emerging talent and expose prospective professionals to the standards expected in the downstream sector.

However, the proposal remains under consideration rather than a confirmed internship programme.

Its effectiveness would depend on the number of students accommodated, the departments involved, the duration of placements and whether students receive structured supervision and clearly defined learning objectives.

A well-designed programme would need to go beyond observation, giving participants meaningful exposure to relevant technical work while respecting the Authority’s operational and regulatory requirements.

Centre of Excellence Could Expand Collaboration

The discussions also covered the possibility of including UMaT in training activities under the NPA’s proposed Centre of Excellence, alongside specialised training or secondment opportunities for university teaching staff.

The institutions further considered the potential retooling of a laboratory at UMaT as part of the proposed centre.

These areas of cooperation could provide a more sustained framework for building technical capacity than internships alone.

Training and secondment arrangements could allow lecturers to gain exposure to industry practices and bring that experience back into teaching, while NPA personnel could benefit from academic expertise and research facilities.

Retooling a university laboratory could also strengthen the practical component of technical education.

Depending on the equipment and capabilities provided, such an investment could support applied research, skills development and practical instruction relevant to petroleum operations.

However, the proposal raises questions about funding, equipment specifications, maintenance and the division of responsibilities between the two institutions.

Without clarity on these matters, laboratory upgrades and training initiatives could struggle to deliver lasting benefits.

The proposed Centre of Excellence could therefore become an important vehicle for collaboration, but its contribution will depend on the resources committed and the programmes ultimately established.

UMaT Seeks to Formalise Engagement

Leading the university delegation, the Dean of the School of Petroleum Studies, Professor Richard Amorin, welcomed the NPA’s willingness to engage with academia and expressed the university’s intention to advance the discussions.

“We want to say thank you for having us and for having the openness to collaborate with us. We will relay this information to the Vice Chancellor, and hopefully we can firm up some of the discussions we have had going forward,”

His remarks indicate that the engagement is at a preliminary stage, with further discussions needed before the proposals can become a formal partnership.

The next steps will likely require both institutions to identify priority areas, agree on responsibilities and establish a framework for implementing the proposed initiatives.

Formal arrangements could also clarify how research projects would be selected, how training opportunities would be allocated and how progress would be assessed.

For UMaT, the partnership could strengthen the connection between its academic programmes and the practical needs of the petroleum industry.

For the NPA, it could provide access to technical expertise and a channel for developing professionals with a stronger understanding of downstream regulation.

Implementation Will Determine the Partnership’s Value

The proposed collaboration comes at a time when technical competence remains important to the effective regulation and development of Ghana’s downstream petroleum market.

Stronger cooperation between regulators and universities could support the development of local expertise, reduce the disconnect between classroom learning and industry requirements, and encourage research that responds to practical sector challenges.

Nevertheless, the announcement does not establish that a formal partnership has been signed, that internships have commenced or that funding has been secured for laboratory upgrades.

These remain potential areas of cooperation to be developed through further engagement.

The key test will be whether the two institutions can move beyond discussions to implement programmes with clear objectives and measurable results.

Indicators could include the number of students placed in internships, lecturers participating in secondments, laboratories upgraded, joint research projects completed and recommendations adopted in industry practice.

If implemented effectively, the arrangement could help build a stronger pipeline of technical professionals while improving the exchange of knowledge between academia and the regulator.

For now, the engagement establishes a basis for cooperation. Its significance will ultimately rest on whether that cooperation produces practical improvements in skills development, research and the regulation of Ghana’s downstream petroleum industry.
