Hon. Mahama Ayariga

Hon. Mahama Ayariga, the Minister of Local Government, Chieftaincy and Religious Affairs, has declared that bolstering the national crusade against illegal mining demands coordinated, aggressive action across every tier of governance.

Speaking at the National Conference on Combating Illegal Mining (Galamsey) held at the Lancaster Hotel under the theme “Combating Illegal Mining: The Role of MMDAs,” the Minister outlined a strategic decentralization directive aimed at confronting the persistent threat of galamsey directly at the grassroots level.

“The fight against galamsey requires collective responsibility, strong leadership, and sustained commitment. Our rivers, forests, and agricultural lands must be protected, and our development efforts must not compromise the future of generations to come. The fight against galamsey must be fought nationally, coordinated regionally, and acted upon locally.”

Expanding on the operational mandate, Hon. Ayariga underscored that Metropolitan, Municipal, and District Assemblies (MMDAs) occupy the frontline of environmental stewardship and resource conservation.

He called upon all Chief Executives (MMDCEs) to strictly enforce land-use by-laws, enhance statutory development controls, establish robust cross-institutional linkages, and forge deep partnerships with traditional authorities and local communities.

By driving grassroots compliance, assemblies are expected to shut down institutional lapses, streamline intelligence-sharing, and guarantee that suspected illegal extraction sites are swiftly flagged, investigated, and shuttered by designated regulatory agencies.

Institutional Accountability and Local Enforcement

The call for institutional accountability signals a critical shift in Ghana’s natural resource governance.

Historically, anti-galamsey initiatives suffered from structural fragmentation, where central government policy interventions failed to translate into effective district-level monitoring.

By directing MMDCEs to exercise uncompromising development control, the Ministry of Local Government is embedding administrative accountability directly into local government machinery.

District assemblies are legally empowered under the Local Governance Act to enforce zoning protocols, regulate local land use, and halt illegal developments.

Activating these statutory mechanisms ensures that local administrators can no longer turn a blind eye to illegal earth-moving equipment operating within their jurisdictions.

The Imperative for Grassroots Mobilization and Regional Synergy

A central thrust of Ayariga’s operational framework rests on the integration of traditional leaders and host communities into formal monitoring networks.

Traditional authorities serve as custodians of stool lands, making their active participation vital in curbing land degradation and unlawful concessions.

When district assemblies collaborate with traditional councils, community-led watchdog systems emerge, making it significantly harder for illegal operators to hide heavy machinery or breach protected river bodies.

Furthermore, regional coordination bridges the gap between high-level policy formulating bodies and localized enforcement units, ensuring rapid security deployment whenever local assemblies report illegal operations.

Preserving Ecological Assets and Economic Sustainability

The urgent imperative for this decentralized initiative stems from the catastrophic environmental and socioeconomic toll exacted by unregulated artisanal mining.

Galamsey operations have resulted in extensive heavy metal contamination of major river basins, severe deforestation within reserve lands, and the destruction of cocoa farms essential to Ghana’s agricultural export economy.

Beyond immediate ecological degradation, the loss of arable land directly threatens national food security, public health, and clean water access.

Establishing an unyielding, multi-tiered governance defense is therefore essential to preserving critical ecosystems, safeguarding rural livelihoods, and protecting natural wealth for future generations.
