The government’s flagship youth entrepreneurship initiative, the Adwumawura program, has garnered massive nationwide interest, with over 120,000 applications submitted since its launch.
This was disclosed by the Minister for Youth Development and Empowerment, Hon. George Opare Addo, Esq., during the Government Accountability Series on Monday.
Addressing the nation on the progress of the program, the Minister emphasised the transformative vision of the Adwumawura initiative, launched by President John Dramani Mahama on April 28, 2025, at the Prempeh Assembly Hall in Kumasi.
He described it as a strategic national effort to reset the youth employment landscape by fostering entrepreneurship and sustainable business development among Ghanaian youth.
“The Adwumawura program seeks to create a new generation of young job creators. It was not designed to merely provide handouts, but to build a resilient youth-led economy that thrives on innovation, access to capital, and market integration.
“We want to reduce over-dependency on public sector jobs and empower young people to take charge of their economic destinies.”

The program’s structure, according to the Minister, is grounded in four essential pillars: business development training, market access facilitation, startup capital provision, and continuous mentorship.
These pillars are intended to provide a comprehensive ecosystem of support for youth-led startups and small businesses to survive and scale.
“Strategic business development training will equip our young entrepreneurs with practical skills. We are not looking for textbook solutions but hands-on, real-world business practices that allow our youth to manage and grow viable enterprises”.

Connecting Youth-Led Businesses
On market access, Hon. Opare Addo emphasised that connecting youth-led businesses to viable markets is not optional. “It is essential that the products and services of our young entrepreneurs reach the right audiences. We are facilitating those linkages to ensure they do,” he said.
In terms of financial support, the Minister revealed that the government has made substantial investment into the program to ensure it is adequately resourced.
“In further demonstration of government’s unwavering commitment to economically empowering Ghanaian youth, an amount of GHS 110 million has been allocated by the Ministry of Finance under the directive of His Excellency the President for the nationwide operationalization of the Adwumawura program”.

According to Hon. Opare Addo, this financial backing is a clear indicator that the government is not simply making promises but is putting its resources where its vision lies. “We are not merely announcing intentions. We are resetting the country and investing in the future of young people,” he stated.
The scale of response to the initiative, he added, has been phenomenal, noting that the program received over 8,000 applications in the first week alone. To date, the minister disclosed that the ministry has received more than 120,000 applications through both online and manual submission channels—all of which are currently under review.
The Ministry of Youth Development and Empowerment is now tasked with the thorough evaluation of these applications, ensuring that only the most viable and committed entrepreneurs are selected.
Commitment to Implementation
The Minister assured the public that a rigorous, transparent selection process is being followed to ensure fairness and impact. Hon. Opare Addo reiterated that the long-term success of the Adwumawura program would depend not just on funding and training, but on continued guidance.
“Mentorship will be a continuous part of this journey. We are not interested in simply handing out capital and walking away. Our beneficiaries will receive the right mentorship to navigate challenges and grow their businesses”.

The Minister also affirmed the program’s alignment with President Mahama’s broader national development vision, which includes building a robust, inclusive economy driven by innovation and youth participation.
“The hope of His Excellency the President is that by the end of his four-year term, at least a Unicom company—a transformative enterprise with a national and even global impact—would have been birthed through this program”.

In his closing remarks, Hon. George Opare Addo called for national support for the program, urging stakeholders, including the private sector, civil society, and development partners, to rally behind the initiative.
The Minister’s presentation concluded with a note of optimism, highlighting that the Adwumawura program represents more than an employment scheme—it is a bold statement about the government’s belief in the capacity of Ghanaian youth to shape the country’s future.
