Ghana has officially welcomed Justice Paul Baffoe-Bonnie as the country’s 16th Chief Justice since independence and the seventh under the Fourth Republic, following a grand swearing-in ceremony at the Jubilee House.

The event, presided over by President John Dramani Mahama, marked a pivotal moment for a nation seeking to restore public confidence in its judiciary after years of declining trust and intensified scrutiny of judicial independence.

The ceremony brought together a distinguished assembly of state officials, judicial leaders, and traditional authorities, underscoring the importance of the occasion. Their presence reflected broad institutional support for the new Chief Justice at a moment many consider critical for systemic reform.

Present were Vice President Professor Naana Jane Opoku-Agyemang, the First Deputy Speaker of Parliament, the Chief of Staff, members of the Council of State, the Attorney General, ministers of state, justices of the Superior Courts, members of the Judicial Council and the General Legal Council, as well as leaders of the Ghana Bar Association.

President Mahama, in his remarks, described the day as both “solemn and historic,” emphasising that the installation of the new Chief Justice under Article 144 of the 1992 Constitution represented more than a routine transition.

“This ceremony is more than just a symbolic change of guards. It marks a significant milestone and reaffirms our collective dedication to constitutionalism, the rule of law, and the independence of the judiciary as an equal branch of government.”

He extended warm congratulations to Justice Baffoe-Bonnie on behalf of the Government and people of Ghana, expressing confidence in his ability to steer the judiciary toward renewed integrity and effectiveness.

Acceptance of Warrant

Justice Baffoe-Bonnie, in his first address after taking the oath of office, struck a tone of humility, resolve, and deep consciousness of the magnitude of the responsibility ahead.

“Standing here today, I humbly accept the warrant of office and the sacred mandate to serve as Chief Justice of the Republic of Ghana. I accept this charge not for honour, but for service to the Constitution, to the law, and to the people of Ghana. I pledge to discharge it faithfully, independently, and with integrity.”

His address underscored a vision of a judiciary grounded in fairness and accessibility. “Let us together ensure that the Ghanaian judiciary remains not a citadel of privilege, but a sanctuary of hope, where the poor and the powerful alike can find refuge in the impartial majesty of the law,” he said.

In a subtle yet powerful nod to calls for reform, he added, “Today, history invites us to rise, not to repeat the past, but to redeem it.” Justice Baffoe-Bonnie’s elevation comes after Parliament approved his nomination with 163 votes in favour and 62 against, following a positive recommendation from the Appointments Committee chaired by First Deputy Speaker Bernard Ahiafo.

Prior to today’s swearing-in, he served as Acting Chief Justice from April 22, 2025, following the suspension and subsequent removal of Justice Gertrude Araba Esaaba Sackey Torkonoo. Her removal—based on the recommendations of an Article 146 inquiry committee—paved the way for a leadership reset at the helm of the judiciary.

Beyond the formality of the ceremony, Justice Baffoe-Bonnie’s personal story offers a portrait of resilience and steady progression through the ranks of Ghana’s judicial system.

Born in Goaso in the Ahafo Region, he began his education in local authority primary and middle schools before continuing at Konongo Odumase Secondary School, where he earned his O-Level and A-Level certificates.

He later pursued legal studies at the University of Ghana, a period that laid the foundation for a distinguished judicial career spanning more than three decades. His professional journey began at the Circuit Court in Duayaw Nkwanta, where his work earned him promotion to the High Court in Kumasi.

His ascent continued with his appointment to the Court of Appeal in 2006 and to the Supreme Court in 2008, both under former President John Agyekum Kufuor. Over the years, he gained widespread respect for his intellectual depth, independence of thought, and measured approach to adjudication.

Judiciary at a Crossroad

Justice Baffoe-Bonnie assumes leadership at a time when the judiciary faces serious credibility challenges. According to Afrobarometer’s 2021–2023 survey, 62 percent of Ghanaians say they have little or no trust in the courts, more than double the 30 percent recorded in 2005–2006.

Even more troubling is the perception that the judiciary is plagued by corruption, with a staggering 97 percent of respondents asserting that judges and magistrates engage in corrupt acts. Analysts argue that these statistics reflect deep-seated concerns about political interference, case delays, and inadequate transparency across judicial processes.

Many governance watchers point to the handling of numerous politically sensitive cases under the erstwhile Akufo-Addo administration as having severely eroded public faith in judicial neutrality.

Critics contend that certain high-profile rulings during that era appeared to align consistently with executive interests, reinforcing fears that the judiciary had become a tool of political convenience rather than an independent arbiter of justice.

With this backdrop, Justice Baffoe-Bonnie’s tenure begins amid heightened expectations for meaningful reform. Legal experts and civil society organisations are calling for improved case management systems, greater openness, and strong internal accountability mechanisms to rebuild trust.

Some also stress the need for a judiciary that appears—and functions—as a truly independent institution capable of checking executive overreach and protecting citizens’ rights.

As Justice Baffoe-Bonnie takes his place as the nation’s 16th Chief Justice, the moment is widely viewed as an opportunity for renewal. The task before him is substantial, but so is the weight of public hope.

His own words, delivered with solemn conviction, signal his awareness of the demands of the office and the urgency of restoring confidence. Whether he succeeds will shape not only the legacy of his tenure but also the trajectory of justice and governance in Ghana for years to come.
