The Petroleum Hub Development Corporation (PHDC) has held a high-level strategic meeting with the Tema Oil Refinery (TOR) and Bulk Oil Storage and Transportation Company Limited (BOST Energies) to explore potential collaboration aimed at strengthening Ghana’s energy landscape and advancing the development of the country’s petroleum hub project.
The engagement brought together senior executives from all three institutions to examine areas of mutual interest, assess opportunities for investment, and explore how joint action could accelerate Ghana’s drive toward energy-led industrialisation.
Addressing the meeting, Acting Chief Executive Officer of the PHDC, Dr Toni Aubynn, underscored the strategic value of forging strong alliances among Ghana’s state-owned energy entities.
“It is important to build strong partnerships with key state-owned energy institutions as the Corporation works toward establishing a fully integrated petroleum hub in Jomoro.”

Dr Aubynn noted that cooperation with TOR and BOST Energies would not only expand the technical and operational capacity of the hub but also strengthen investor confidence.

According to him, several prospective investors have expressed interest in the petroleum hub on the condition that Ghana’s existing energy institutions play an active role.
“Closer cooperation with BOST Energies and TOR enhances operational efficiency and builds confidence among investors who prefer to see established local players engaged in such a major project.”

PHDC leadership stressed that the collaboration is not merely exploratory, but a critical step in integrating the country’s oil and gas infrastructure to support the establishment of a fully functional petroleum hub in Jomoro in the Western Region.
“The growing demand for petroleum products in West Africa presents a significant opportunity for Ghana to become a major hub for processing, logistics, and trading.”

He further emphasised that the location of the petroleum hub within a designated Free Zone enclave creates a competitive advantage for investors.
According to him, companies operating within the enclave will benefit from favourable fiscal and regulatory policies designed to enhance profitability and ensure long-term returns.
Free Zone Incentives Expected to Boost Investor Interest

Dr Aubynn outlined a suite of incentives available to investors under the Free Zones framework, which he said makes Ghana’s petroleum hub “one of the most attractive investment destinations in the region.”
“The Free Zone incentives and tax exemptions provided by the government include a 10-year tax holiday, after which the rate will not exceed 15%.

He added that the Petroleum Hub is envisioned as a major driver of economic transformation, attracting billions of dollars in private capital while generating industrial growth and employment across multiple value chains.
Executives from BOST Energies reaffirmed their commitment to initiatives that enhance national energy security, stating that their involvement in the PHDC project aligns with their mandate to ensure reliable petroleum storage and distribution infrastructure for the sub-region.
BOST’s Managing Director, Mr Afetsi Awoonor, stressed that the organisation views the hub project as critical to Ghana’s long-term strategic energy goals and stands ready to engage deeply in its development.
TOR representatives also expressed strong support for the initiative. Deputy Managing Director, Mr Mustapha Abubakar, indicated that TOR is prepared to provide technical expertise, personnel training and collaborative support to ensure PHDC staff are adequately equipped for the hub’s operational demands.
He noted that the collaboration aligns with TOR’s ongoing revitalisation and expansion agenda, which seeks to restore the refinery’s capacity and broaden its role in Ghana’s energy sector.
Collaboration Key to Ghana’s Energy Transformation
The meeting concluded with a mutual commitment from all participating institutions to deepen engagement and align their operations toward the realisation of the petroleum hub. For PHDC, TOR and BOST Energies, the strategic collaboration marks another step toward transforming Ghana into a regional energy powerhouse.
Present at the meeting were PHDC Deputy CEO (Operations and Technical), Mr Onasis Rosely; Deputy CEO (Finance and Administration), Miss Halimatu Sadia Abdulai; and other senior members of management.
The discussions are expected to continue in the coming weeks to refine actionable frameworks and develop joint workplans for the next phase of engagement.
