The Jomoro Petroleum Hub Project has taken a significant step forward following the signing of a major agreement between the Petroleum Hub Development Corporation and Mighty Gager Company Limited for the construction of large-scale petroleum storage facilities.
The Memorandum of Understanding, signed on March 17, 2026, will see the development of storage tanks with a total capacity of 2 million metric tons at Jomoro in Ghana’s Western Region. The agreement represents a key milestone in Ghana’s broader ambition to establish itself as a leading petroleum and petrochemical hub in West Africa.
Officials say the project, valued at approximately $1 billion, will significantly expand Ghana’s storage capacity and enhance its role in regional petroleum trade and logistics.
Speaking at the signing ceremony, Chief Executive Officer of PHDC, Toni Aubynn, welcomed the partnership and described it as a critical step toward realising the country’s petroleum hub vision.

Dr Aubynn stressed that the petroleum hub concept goes beyond infrastructure development. According to him, the initiative is aimed at positioning Ghana strategically within the global petroleum value chain.
He explained that building such a hub involves creating an integrated system that supports refining, storage, trading, and distribution, enabling the country to capture more value from petroleum-related activities.

Dr Aubynn further emphasised Ghana’s strategic advantages, noting that its geographic location and stable economic environment make it well suited to host large-scale petroleum infrastructure.
He pointed out that the development of storage facilities and related infrastructure would strengthen Ghana’s position as an energy corridor for the West African subregion.
The Jomoro Petroleum Hub Project is expected to play a central role in reducing reliance on imported refined products while supporting the growth of local and regional markets.
Industry analysts say such investments could help Ghana leverage its coastal access and proximity to major shipping routes to become a key player in petroleum distribution across Africa.
For its part, Mighty Gager Company Limited indicated that it is ready to commence work on the project without delay.
Chief Executive Officer Kevin Gager stated that the signing of the MoU marks the beginning of immediate action toward implementation. “We are expected to hit the ground running. This is the first step of the agreement,” he said.
Mr Gager revealed that the company is already engaging with international partners to initiate the necessary processes required to begin construction.
“We are moving in fast with our partners to formally get things going,” he added, underscoring the company’s commitment to advancing the project within a short timeframe.
Beyond infrastructure development, the project is expected to deliver significant economic benefits, particularly in terms of employment.
Mr Gager noted that the construction and operation of the storage facilities will create numerous job opportunities for Ghanaians, both directly and indirectly.
The investment is also expected to stimulate local economic activity in the Jomoro area and surrounding communities, contributing to broader regional development.
Experts say large-scale petroleum infrastructure projects often generate demand for services across multiple sectors, including construction, logistics, engineering, and maintenance.
