Real Madrid have stepped up efforts to seek sporting sanctions against Barcelona after submitting a formal statement to UEFA, urging the European football governing body to resume disciplinary proceedings related to the long-running Negreira Case.
In a strongly-worded communication released on Wednesday, the Spanish club said it had presented UEFA with what it described as significant new evidence reinforcing concerns over payments made by rivals FC Barcelona to former refereeing official José María Enríquez Negreira.
The “Negreira Case” centres on millions of euros paid by Barcelona between 2001 and 2018 to companies linked to Negreira, who served as vice-president of the Technical Committee of Referees (CTA) under the Royal Spanish Football Federation.
Spanish prosecutors allege the payments may have been intended to secure influence within the refereeing system, while Barcelona maintain the money was paid for legitimate refereeing consultancy reports and technical advice.
No evidence of match-fixing has been proven, but the affair remains under judicial investigation and has become one of the biggest controversies in Spanish football history.
Real Madrid’s latest intervention focuses on the sporting implications of the case, with the club insisting UEFA should take independent disciplinary action regardless of the outcome of the criminal proceedings in Spain.
Madrid Claims New Evidence Strengthens Concerns
In its statement, Real Madrid said it had informed UEFA’s disciplinary bodies of the existence of “significant evidence” that further supports concerns surrounding what it called “prolonged, opaque payments lacking any verifiable justification.”
According to the club, the payments were allegedly made through several corporate structures connected to Negreira during his tenure as one of Spain’s most senior refereeing officials.
Real Madrid argued that the issue goes beyond financial irregularities and strikes at the heart of football’s credibility.
The club stated that the facts reveal “a systemic risk of utmost severity for the integrity of competitions” and point to “the existence of a structure of undue influence over the refereeing body.“
Madrid added that such circumstances are incompatible with the principles of competitive equality, neutrality, impartiality and the unpredictability of sporting outcomes.
The Spanish giants further claimed that allowing the matter to remain unresolved continues to damage confidence in football governance.
UEFA Urged to Act Independently
The 15-time European champions called for the immediate resumption of disciplinary proceedings previously opened by UEFA before being suspended pending developments in Spain’s judicial investigation.
The club described it as “unacceptable” that the situation has persisted for such a long period without a sporting resolution. According to the statement, the continued delay “seriously compromises the credibility of football, its institutions and its leaders.”
Madrid stressed that UEFA possesses autonomous disciplinary powers and should exercise them regardless of ongoing court proceedings.
The club therefore requested that European football’s governing body adopt “appropriate disciplinary and restorative measures” aimed at safeguarding the integrity, transparency and proper functioning of competitions.
However, Real Madrid also acknowledged that any UEFA action should not replace the role of the Spanish judicial system or prejudge the criminal investigation currently underway.
Background to the Negreira Investigation
The controversy first emerged publicly in 2023 when Spanish tax authorities and prosecutors uncovered payments made by Barcelona to companies owned by Negreira and members of his family.
Investigators estimate the payments totalled between €7 million and €8.4 million over nearly two decades while Negreira served as vice-president of the CTA, the body responsible for overseeing referees in Spanish football.
Barcelona have consistently denied any wrongdoing. The Catalan club insists the payments were for technical reports and consultancy services relating to refereeing performances and interpretations of the laws of the game.
Club president Joan Laporta has repeatedly argued that no evidence exists showing referees were influenced or that match results were manipulated.
Nevertheless, Spanish prosecutors continue to investigate potential sporting corruption offences, while the scandal has prompted widespread debate about transparency and governance within Spanish football.
Real Madrid Maintains Pressure
Real Madrid concluded its statement by reaffirming its commitment to pursuing the matter through every available legal and sporting channel.
The club confirmed it will continue participating in the criminal proceedings as a private prosecutor and take “the necessary legal actions at each procedural stage” as it has done since the beginning of the case.
The latest move ensures that pressure on Barcelona remains intense as the legal investigation continues, while attention now shifts to UEFA and whether it will heed Real Madrid’s call to reopen disciplinary proceedings.
Madrid ended its statement by reiterating its commitment to defending “the essential values of sport” and ensuring that incidents of this nature do not go unpunished.
