Government Accepts GH¢9.98 Billion in Oversubscribed T-Bill Sale

91-Day T-Bill Becomes Investors’ Top Choice as Yields Fall

The government’s latest treasury bills auction delivered another strong signal of investor confidence, with bids exceeding the target by a remarkable 73 percent as investors poured billions of cedis into short term government securities.

The impressive outcome comes just ahead of the Bank of Ghana’s Monetary Policy Committee announcement, highlighting sustained demand for treasury bills despite declining interest rates at the short end of the yield curve.

Auction results released by the Bank of Ghana showed that the government accepted approximately GH¢9.978 billion in bids after investors submitted a total of about GH¢12.68 billion. The overwhelming response underscores the continued appeal of government securities as investors seek safety and attractive returns amid changing market conditions.

Investors Pour Billions into Treasury Bills

The treasury bills auction attracted robust participation across all three tenors, with the 364 day bill once again emerging as the clear favourite among investors.

Out of the total bids received, the one year instrument accounted for GH¢8.31 billion, representing about 64.9 percent of all subscriptions. This reaffirmed the strong appetite for longer dated short term government securities, especially as investors continue to lock in relatively higher yields before any potential changes in monetary policy.

However, the government accepted GH¢6.35 billion of the bids submitted for the 364 day bill, leaving a significant portion unaccepted despite the overwhelming demand.

The 91 day bill also recorded strong investor participation, attracting bids worth GH¢3.5 billion. Of this amount, a little above GH¢3.0 billion was accepted by the government.

Meanwhile, the 182 day bill received bids totaling GH¢873.9 million, with just over GH¢584 million accepted.

The latest auction results demonstrate that investors remain highly confident in government debt instruments, even as yields continue to trend downward.

Oversubscription Reflects Strong Market Liquidity

The 73 percent oversubscription suggests that liquidity within the financial system remains strong, providing investors with sufficient funds to participate aggressively in government debt auctions.

The government’s ability to raise almost GH¢10 billion also provides a significant boost to its short term financing programme while allowing authorities to be selective in accepting bids.

By rejecting part of the subscriptions, the government is also able to better manage its borrowing costs, especially at a time when market conditions are becoming increasingly favourable.

The strong auction performance comes as market participants closely monitor the Bank of Ghana’s monetary policy direction, with expectations that inflation trends and macroeconomic stability could influence future interest rate decisions.

Interest Rates Continue to Ease

Despite the overwhelming investor demand, treasury bill interest rates continued to decline at the shorter end of the yield curve.

The yield on the 91 day treasury bill fell by 8.0 basis points to 5.78 percent from the previous auction. The decline reflects growing investor willingness to accept lower returns in exchange for the safety and certainty offered by government securities.

Similarly, the 182 day bill recorded a decline in yield, dropping from 7.78 percent to 7.67 percent.

The only instrument that remained unchanged was the 364 day treasury bill, which maintained its yield at 12.99 percent.

The stability of the one year yield likely contributed to its continued popularity, as investors sought to secure relatively higher returns over a longer investment horizon.

Market Watches BoG Policy Decision

The timing of the auction has attracted particular attention because it comes immediately before the Bank of Ghana announces its latest monetary policy decision.

Investors typically adjust their investment strategies based on expectations about future interest rates, making treasury bill auctions ahead of policy meetings especially significant.

The heavy subscription for the 364 day instrument suggests that many investors are positioning themselves to preserve current yields before any possible shifts in monetary policy.

Financial market participants will now closely monitor the central bank’s policy announcement for signals on the future direction of interest rates and liquidity conditions.

Positive Signal for Government Financing

The latest treasury bill auction reinforces confidence in the government’s domestic borrowing programme and demonstrates that investor appetite for government securities remains resilient.

Strong demand provides authorities with greater flexibility in financing budgetary needs while helping contain borrowing costs through competitive bidding.

As inflation moderates and macroeconomic conditions continue to improve, treasury bill auctions are expected to remain an important source of funding for government operations.

For investors, the results highlight the continued attractiveness of government securities, particularly the 364 day bill, which remains the preferred choice for those seeking relatively higher returns in Ghana’s fixed income market.

With demand remaining exceptionally strong and yields gradually adjusting lower, the treasury bills market continues to reflect confidence in Ghana’s financial system and the government’s ability to attract substantial domestic financing.
