Ghana’s Gold-driven Fiscal Gains Mask Declining petroleum production, Governance Challenges

The Natural Resource Governance Institute (NRGI) has warned that Ghana’s buoyant fiscal outlook, fueled by record gold export revenues, is dangerously masking a severe structural decline in upstream petroleum output and deepening governance Challenges across the extractive sector.

While surging global bullion prices and elevated small-scale mining output have temporarily shored up foreign exchange reserves, the policy think-tank stresses that this mineral windfall creates a false sense of security while crude oil fields mature without adequate reinvestment or regulatory oversight.

“Mr Patrick Kwabena Stephenson, Country Manager of NRGI, noted that while higher gold prices and increased production had strengthened government revenues and external reserves, declining crude oil production, governance gaps and weak accountability in the extractive sector posed long-term risks to economic stability. He cautioned that the rapid expansion of artisanal mining had heightened concerns over illegal mining, gold smuggling and regulatory oversight, prompting GoldBod to tighten reporting requirements for licensed gold buyers.”

Evaluating the country’s macro-fiscal trajectory following Finance Minister Dr. Cassiel Ato Forson’s presentation of the 2026 Mid-Year Budget Review, NRGI pointed out that petroleum output is projected to slump to 37.95 million barrels in 2026 roughly 103,959 barrels per day down significantly from 46.35 million barrels in 2025.

Gold has increasingly assumed the stabilizing role once anchored by crude oil, shielding the broader economy from balance-of-payments pressures during periods of constrained international capital access.

However, over-reliance on bullion exports leaves public finances acutely vulnerable to global price corrections.

Unlike the petroleum sector, which is governed by clear statutory revenue rules, the mining industry currently operates without a comprehensive legislation akin to the Petroleum Revenue Management Act (PRMA).

To avert severe fiscal dislocations when gold market cycles soften, economic analysts emphasize the urgent necessity of enacting a dedicated Mineral Revenue Management Act.

Such a legal framework would establish clear rules for savings, stabilization funds, and strategic developmental investments. Furthermore, while the surge in artisanal and small-scale gold production has generated liquidity, it has simultaneously exacerbated informal supply chains, environmental degradation, and cross-border gold smuggling.

Strengthening compliance through GoldBod’s heightened reporting standards is a positive step, but holistic institutional reforms remain mandatory to curb leakages and secure sustainable domestic resource mobilization.

Upstream Petroleum Stagnation and Off-Budget Revenue Risks

The progressive maturation of main offshore oil fields, combined with delayed capital investments and regulatory uncertainties, threatens Ghana’s long-term energy security and fiscal planning.

Policy experts caution that relying on temporary price spikes to offset structural production losses is economically unsustainable. Without aggressive upstream exploration and field optimization, revenue streams will shrink exponentially once international crude prices normalize.

Compounding these operational challenges are critical transparency concerns surrounding off-budget petroleum receipts. NRGI highlighted that approximately US$434.55 million in Annual Budget Funding Amount (ABFA) resources are currently held in a suspense account under the Big Push infrastructure initiative.

Bringing these funds into public view is essential to ensure compliance with statutory disbursement guidelines.

 Furthermore, retaining petroleum revenues within state-backed entities like Jubilee Oil Holdings Limited (JOHL) and Explorco outside the direct oversight of the PRMA—subverts constitutional accountability mechanisms, creating parallel spending pools that evade parliamentary scrutiny.

Strategic Policy Reforms to Safeguard Future Extractive Governance

Reverting this hazardous path requires the immediate deployment of the proposed National Petroleum Revitalisation Strategy.

Publishing this roadmap will provide much-needed policy clarity to prospective upstream investors, incentivize deep-water exploration, and revitalize declining fields.

Additionally, transparent financing frameworks must be established for crucial energy assets, including the proposed second gas processing train and broader power sector restructuring.

As the government considers redirecting Heritage Fund capital toward domestic energy and energy transition infrastructure, strict investment policies detailing project selection criteria, risk management, and expected economic returns must be made public.

Economic history demonstrates that resource-dependent nations relying on unhedged commodity booms often face severe fiscal distress when market tides turn.

Re-evaluating current extractive management strategies today will allow policy-makers to institutionalize fiscal discipline, enforce comprehensive project tracking under the Big Push program, and ensure that natural resource wealth yields lasting economic stability for future generations.
