UEFA Hails FIFA’s Decision to Scrap Forward Enterprise

The Union of European Football Association (UEFA) has welcomed FIFA’s decision to abandon the proposed FIFA Forward Enterprise (FFE), describing the move as a victory for football following days of strong resistance from national associations, confederations and other stakeholders across the game.

FIFA confirmed in the early hours of Saturday that it would not proceed with the controversial proposal after acknowledging that the plan had created divisions within world football. The world football governing body said it had listened to the views of its member associations and wider stakeholders before deciding to withdraw the initiative.

Reacting to the announcement, UEFA said it welcomed FIFA’s decision to shelve plans to sell a stake in its competitions, including the FIFA World Cup, to private investors.

The proposal was unanimously rejected by UEFA’s national associations and by many other federations and confederations of all sizes around the world, whose job it is to protect football.

European football’s governing body also thanked supporters, leagues, clubs, players, governments and commentators who opposed the proposal, saying their collective efforts had demonstrated to FIFA President Gianni Infantino that “football is not for sale.”

UEFA, however, insisted that the withdrawal of the proposal should not mark the end of the matter, arguing that the process which led to the proposal had raised serious concerns about transparency and governance within FIFA.

What Was the FIFA Forward Enterprise?

The FIFA Forward Enterprise was a proposed commercial entity that would have overseen the commercial rights and operational delivery of FIFA competitions. The initiative sought to attract private investment while allowing FIFA to retain majority ownership and control over football governance, competitions and sporting decisions.

FIFA argued that the project could unlock billions of dollars in additional revenue, which would be reinvested into football development worldwide through an expanded FIFA Forward Programme.

The proposal was presented as an opportunity rather than an obligation, with FIFA maintaining that any decision would ultimately rest with its 211 member associations.

Despite those assurances, the plan immediately sparked intense debate across world football. Critics feared that introducing private investors into the commercial structure of FIFA competitions could fundamentally alter the governance of the sport and place commercial interests ahead of football’s long-term development.

Strong Resistance Forces FIFA U-turn

The proposal faced fierce opposition especially from UEFA and its 55 member associations, who unanimously rejected the plan. Several other confederations, national federations and stakeholders such as the CONCACAF and AFC also voiced concerns, arguing that football’s flagship competitions should never become investment assets.

UEFA criticised the process behind the proposal, accusing FIFA of advancing the plan without adequate consultation. It described the initiative as a “secret scheme” developed by unidentified individuals on an accelerated timeline and called for a thorough review to ensure a similar situation could not arise again.

The European governing body went further by questioning the leadership of FIFA President Gianni Infantino, saying the current administration had lost the confidence of UEFA and many other members of the global football family.

UEFA also contrasted the proposal with promises Infantino made during his election campaign in 2016, when he pledged greater transparency and vowed that FIFA’s financial resources would be used for the benefit of member associations and football development.

Pointing to FIFA’s financial reserves, which UEFA said exceed $5 billion, the organisation argued there was no need to seek private investment to strengthen football worldwide. Instead, UEFA called for greater use of the existing FIFA Forward Programme to channel funds directly into grassroots football and national associations across all 211 FIFA member countries.

While welcoming FIFA’s decision to abandon the FFE proposal, UEFA stressed that restoring trust within world football must now become the governing body’s priority. It pledged to work closely with its member associations, other confederations and stakeholders to develop proposals that would strengthen football’s development without compromising the ownership or integrity of the sport’s biggest competitions.
