Ghana Eyes GH¢2,737 Cocoa Price In 2026/2027 Season to Overtake Côte d’Ivoire

Ghana is proposing to increase the producer price paid to cocoa farmers for the 2026/27 season, a decision that would push payments in Ghana above those in neighbouring Côte d’Ivoire and potentially shift the pattern of cross-border smuggling that has long affected the West African cocoa trade.

The proposal has not yet been formally announced by the Ghana Cocoa Board (COCOBOD) and remains subject to final approval by the Minister for Finance. If approved, it would take effect at the start of the new cocoa season.

The adjustment, if confirmed, would be in line with Ghana’s long-standing policy commitment to pay farmers at least 70% of the free-on-board (FOB) value of cocoa exports.

The policy is intended to ensure that farmers benefit directly from movements in the world market, while maintaining Ghana’s reputation for premium quality beans.

It also comes at the end of a particularly turbulent year for cocoa pricing and financing. Global cocoa prices have been highly volatile over the last two seasons, surging to record highs before retreating.

While sharp movements in the cedi and high borrowing costs have complicated COCOBOD’s operations and its traditional syndicated loan arrangements for crop purchases.

A Reversal in Smuggling Incentives

That would create a new incentive for cocoa beans to flow illegally from Côte d’Ivoire into Ghana, a reversal of the dynamic seen earlier in the current 2025/26 season. In October 2025, Côte d’Ivoire raised its farm gate price by 20%, a move that left Ghana at a price disadvantage.

The Ministry of Finance at the time flagged a significant risk that Ghanaian cocoa would be smuggled westwards into Côte d’Ivoire to chase higher returns, undermining Ghana’s official purchases and export revenues.

In response, Ghana subsequently increased its own producer price to GH¢58,000 per tonne. The intervention was aimed at restoring competitiveness, protecting farmer incomes and removing the economic incentive for illegal cross-border sales.

Now the economics appear to be shifting in the opposite direction. According to calculations, the GH¢2,737 per bag being considered for next season would be about 75% higher than what Ivorian farmers are currently receiving, as Côte d’Ivoire has kept its producer price unchanged since its October increase.

Smuggling has been a persistent challenge for both countries, which together account for more than 60% of global cocoa supply. When price gaps widen, official purchase figures in one country tend to fall while the other records unexplained increases, distorting production data and reducing the revenues available to fund farmer support programmes, quality control and sector investments.

Balancing Farmer Welfare and Fiscal Realities

For Ghana, setting the producer price is always a delicate balancing act. On one hand, the government is under pressure to improve rural incomes and stem farmer frustration at a time when the cost of inputs, labour and living expenses have all risen.

Paying a higher share of the export value is also seen as critical to encouraging farmers to maintain their farms, invest in rehabilitation and resist the lure of illegal mining and competing crops.

On the other hand, COCOBOD must ensure that the price it pays is sustainable. The Board sells much of its cocoa forward and hedges its exposure, meaning that the FOB price realized does not always track the spot price on the London and New York futures markets.

A price that is too high relative to actual receipts can squeeze COCOBOD’s finances and increase its reliance on borrowing.

The proposed GH¢2,737 figure suggests authorities believe the market can support a modest increase while still respecting the 70% FOB principle.

”The 6% rise is far smaller than the double digit adjustments seen in the last two years, reflecting a more stable global price environment compared to the extreme volatility of 2024 and early 2025.”

For the broader economy, cocoa remains a crucial source of foreign exchange and employment. Ghana is the world’s second largest producer, and the crop supports nearly 800,000 farming families.

Official purchases are also a key indicator watched by ratings agencies and investors assessing Ghana’s external sector performance following its recent debt restructuring.

Regional Coordination Under Scrutiny

The latest price divergence has again raised questions about coordination between Ghana and Côte d’Ivoire. In recent years, the two countries have attempted to work together through a joint initiative to secure a Living Income Differential (LID) of $400 per tonne on top of world prices, aimed at tackling farmer poverty.

While the LID has delivered additional revenue, producer price setting has remained a sovereign decision, and differences in exchange rate regimes, inflation, fiscal capacity and marketing systems have often led to mismatched farm gate prices.

For now, attention will turn to Accra, where the Finance Ministry is expected to make a final determination in the coming weeks.

Until formal confirmation from COCOBOD, farmers and licensed buying companies are operating on the basis of the existing GH¢2,587 per bag price for the remainder of the current season.

If approved, the GH¢2,737 price would not only mark a new high in cedi terms but also signal Ghana’s intent to keep its farmers at the forefront of its cocoa strategy, even if it means managing renewed pressure on its borders.
